In Italy the Senior Civil Service or "la dirigenza"{{Specify, date=January 2017 is the set of high-ranking executives (“Dirigenti”) who are in charge of the top and middle management of national or local governmental offices. Structure Senior executives come in two echelons: *First level: Directors Generals and Chief of Departments (about 400 executives) *Second level: Directors of Division and heads of peripheral units (about 3,500 executives) First and second level positions are identified in each ministry. Management responsibilities (supervision of one or more bureaux) determine whether or not someone is an executive, not qualifications. The civil service is a collective term for a sector of government composed mainly of career civil servants hired on professional merit rather than appointed or elected, whose institutional tenure typically survives transitions of political leadership. European Commission
The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. The Commission is divided into departments known as Directorates-General (DGs) that can be likened to departments or ministries each headed by a Director-General who is responsible to a Commissioner. Pay Grade
A pay grade is a unit in systems of monetary compensation for employment. It is commonly used in public service, both civil and military, but also for companies of the private sector. Pay grades facilitate the employment process by providing a fixed framework of salary ranges, as opposed to a free negotiation. Typically, pay grades encompass two dimensions: a "vertical" range where each level corresponds to the responsibility of, and requirements needed for a certain position; and a "horizontal" range within this scale to allow for monetary incentives rewarding the employee's quality of performance or length of service. Thus, an employee progresses within the horizontal and vertical ranges upon achieving positive appraisal on a regular basis. The Dutch Senior Civil Service ( nl, Algemene Bestuursdienst, ABD; ) comprises the top civil servants of the government of the Netherlands. The managers at director level and above from all ministries are part of the ABD. These include, for example, the secretaries-general (SG), the directors-general (DG), the inspectors-general (IG), and all directors with "integral final responsibility" for people and resources.
