Issam Al Yamani
Issam Al Yamani ( ar, عصام اليماني, ʻIṣām al-Yamānī) is a Palestinian living in Canada alleged by the Canadian government to have ties with the Popular Front for the Liberation of Palestine. Born and raised in a Palestinian refugee camp in Lebanon, Al Yamani legally emigrated to Canada via Jordan in 1985, at which time he was granted permanent resident status. In 1988, he applied for Canadian citizenship. During this time he became the subject of an investigation by the Canadian Security Intelligence Service (CSIS). A report conducted in 1992 through Canada's Immigration Act authored by the Solicitor General and Minister of Immigration alleged that Al Yamani was a member of the Popular Front for the Liberation of Palestine. The report was sent to the Security Intelligence Review Committee, (SIRC). As a result of the report a security certificate was created for Al Yamani in 1993. Popular Front For The Liberation Of Palestine
The Popular Front for the Liberation of Palestine ( ar, الجبهة الشعبية لتحرير فلسطين, translit=al-Jabhah al-Sha`biyyah li-Taḥrīr Filasṭīn, PFLP) is a secular Palestinian Marxist–Leninist and revolutionary socialist organization founded in 1967 by George Habash. It has consistently been the second-largest of the groups forming the Palestine Liberation Organization (the PLO, founded in 1964), the largest being Fatah (founded in 1959). The Canadian Security Intelligence Service (CSIS, ; french: Service canadien du renseignement de sécurité, ''SCRS'') is Canada's primary national intelligence agency. It is responsible for collecting, analysing, reporting and disseminating intelligence on threats to Canada's national security, and conducting operations, covert and overt, within Canada and abroad. Security Intelligence Review Committee
The Security Intelligence Review Committee (SIRC; french: Comité de surveillance des activités de renseignement de sécurité) was a committee of Privy Councillors that was empowered to serve as an independent oversight and review body for the operations of the Canadian Security Intelligence Service (CSIS). The SIRC was established in 1984 as a result of the reorganization of Canadian intelligence agencies recommended by the McDonald Commission investigating the illegal activities of the former RCMP Security Service. SIRC's role was to review the activities of CSIS to ensure that the extraordinary powers granted to the security service are "used legally and appropriately, in order to protect Canadians’ rights and freedoms." In Canada, a security certificate is a legal mechanism by which the Canadian government can detain and deport permanent residents and all other non-citizens (i.e., foreign nationals) living in Canada. It is authorized within the parameters of the ''Immigration and Refugee Protection Act'' (IRPA; which replaced the ''Immigration Act, 1976''), specifically sections 33 and 77 to 85. It was amended and took on its present structure in 1991, with an additional amendment in 2002. According to Public Safety Canada, the overarching agency dealing with the law, the security certificate provision has existed in "one form or another for over 20 years."
