The Isle of Man Office of Fair Trading ( gv, Oik Dellal Cair Ellan Vannin) is an independent Statutory Board of the Isle of Man Government. The purpose of the office is to enforce criminal consumer protection legislation and advice on civil consumer legislation however the office cannot enforce civil legislation. Such legislation provides consumers with certain rights when purchasing goods and services and these rights can ultimately only be enforced by the consumer through the Courts. Unsatisfactory goods and services, breaches of contracts for goods and services are examples of matters covered by civil legislation. The Isle of Man Government ( gv, Reiltys Ellan Vannin) is the government of the Isle of Man. The formal head of the Isle of Man Government is the Lieutenant Governor, the personal representative of Charles III. The executive head is the Chief Minister. Douglas, the largest town in the Isle of Man, is its capital and seat of government, where most Government offices and the parliament chambers (Tynwald) are located. The Civil Service has more than 2,000 employees and the total number of public sector employees including civil servants, teachers, nurses, police, etc. was 7,413 full time equivalent at 31 March 2019. Quintin Bennett Gill (born 27 November 1959) is a British politician, who was a Member of the House of Keys (the lower house of parliament of the Isle of Man) for Rushen between 2001 and 2011. He had been elected twice: in November 2001 (his first attempt) and in November 2006, before losing his seat in the September 2011 election, to Independent challenger Laurence Skelly. The House of Keys () is the directly elected lower house of Tynwald, the parliament of the Isle of Man, the other branch being the Legislative Council. History The oldest known reference to the name is in a document of 1417, written in Latin by an English scholar, which refers to (the 'Keys of Mann') and (the 'Keys of Law'). There is a dispute, however, over the origin of the name. The word ''keys'' is thought by some to be an English corruption of a form of the Norse verb ('to choose'). However, a more likely explanation is that it is a mishearing of the Manx-language term for 'four and twenty': , the House having always had 24 members. John Houghton (Isle Of Man)
John Ramsey Houghton MHK (born 1958/1959 in Douglas, Isle of Man) is a former Isle of Man politician who served as Member of the House of Keys for Douglas North until losing his seat in the 2016 Manx General Election. He has two daughters. Political career Houghton is an outspoken critic of the Isle of Man Constabulary and its former Chief Constable, Mike Culverhouse. During the 'Manx Bugging Scandal' in 2000, he publicly supported former Deputy Chief Constable Neil Kinrade. Houghton previously served as a Commandant of the Special Constabulary and Chairman of the Civil Service Commission. In 2009, Houghton objected to the Gender Recognition Bill as he believed new laws to protect the rights of transsexuals living on the Isle of Man would "defy common decency". The Council of Ministers ( gv, Coonseil ny Shirveishee; often abbreviated informally to "CoMin") is the principal executive organ of the Isle of Man Government. Its role is similar to, though not identical with, that of the Cabinet in the United Kingdom. Until 1990, its title was the Executive Council. The Executive Council, chaired by the Lieutenant Governor and including members of Tynwald, was established in 1949, and gradually thereafter became the effective government of the Island. The economy of the Isle of Man is a low-tax economy with insurance, online gambling operators and developers, information and communications technology (ICT), and offshore banking forming key sectors of the island's economy. Manx Law
The legal system on the Isle of Man is Manx customary law, a form of common law. Manx law originally derived from Gaelic Brehon law and Norse Udal law. Since those early beginnings, Manx law has developed under the heavy influence of English common law, and the uniqueness of the Brehon and Udal foundation is now most apparent only in property and constitutional areas of law. Precedent Manx law has a distinct system of insular binding precedent based on cases brought before the Island's courts. Precedents in the English legal system, when relevant and applicable, are persuasive upon the Manx courts. The supreme court for the Isle of Man is the Judicial Committee of the Privy Council.
