Iowa's At-large Congressional District
From December 28, 1846, to March 3, 1847, the new state of Iowa was represented in the United States House of Representatives by two representatives who had been elected on a statewide basis, rather than by districts. This unusual situation enabled Iowa to be represented in the Twenty-ninth United States Congress from the date that it joined the Union (and before the First Iowa General Assembly took office, apportioned the state into two geographic districts, and the voters in those districts elected their representatives).Louis B. Iowa () is a state in the Midwestern region of the United States, bordered by the Mississippi River to the east and the Missouri River and Big Sioux River to the west. Iowa Territory
The Territory of Iowa was an organized incorporated territory of the United States that existed from July 4, 1838, until December 28, 1846, when the southeastern portion of the territory was admitted to the Union as the state of Iowa. The remainder of the territory would have no organized territorial government until the Minnesota Territory was organized on March 3, 1849. Shepherd Leffler (Iowa Congressman)
Shepherd Leffler (April 24, 1811 – September 7, 1879) was one of the two original U.S. Representatives to represent Iowa when the state was first admitted to the Union. Elected as a Democrat in 1846, Leffler went on to represent Iowa's 2nd congressional district in the U.S. House for additional terms. Early life and education Leffler was born on his grandfather's plantation, "Sylvia's Plain," in Washington County, Pennsylvania, near Wheeling, Virginia (now West Virginia). He attended private schools and was graduated from Washington College in Washington, Pennsylvania, and from the law department of Jefferson College (now Washington & Jefferson College), in Canonsburg, Pennsylvania, in 1833. He was admitted to the bar and commenced practice in Wheeling. Serranus Hastings
Serranus Clinton Hastings (November 22, 1814 – February 18, 1893) was an American politician, rancher and lawyer in California. He studied law as a young man and moved to the Iowa District in 1837 to open a law office. Iowa became a territory a year later, and he was elected a member of the House of Representatives of the Iowa Territorial General Assembly. When the territory became the state of Iowa in 1846, he won an election to represent the state in the United States House of Representatives. After his term ended, he became Chief Justice of the Iowa Supreme Court. After one year in office, Hastings resigned and moved to California. He was appointed to the California Supreme Court as Chief Justice a few months later. He won an election to be Attorney General of California, and assumed office shortly after his term as Chief Justice ended. He began practicing law again as Attorney General.
