International Framework Agreement
A Global Framework Agreement or GFA, previously called International Framework Agreement or IFA is a non-binding agreement between global union federations and multinational companies, which at minimum ensures workers within a company's world-wide operations can exercise fundamental labour rights in accordance with ILO core labour standards on freedom of association and collective bargaining. The first GFA was signed in 1988 between the International Union of Foodworkers (IUF) and French-multinational Danone. As of September 2018, more than 300 agreements between trade unions and multinational companies have been signed. A global union federation (GUF) is an international federation of national trade unions organizing in specific industry sectors or occupational groups. Historically, such federations in the social democratic tradition described as international trade secretariats (ITS),. while those in the Christian democratic tradition described themselves as international trade federations. Equivalent sectoral bodies linked to the World Federation of Trade Unions described themselves as Trade Union Internationals. Many unions are members of one or more global union federations, relevant to the sectors where they have their members. The Right to Organise and Collective Bargaining Convention (1949No 98is an International Labour Organization Convention. It is one of eight ILO fundamental conventions. Its counterpart on the general principle of freedom of association is the Freedom of Association and Protection of the Right to Organise Convention (1949) No 87. The OECD Guidelines for Multinational Enterprises are recommendations on responsible business conduct addressed by governments to multinational enterprises operating in or from the 50 adhering countries.
