Ian Duncan (politician)
Ian James Duncan, Baron Duncan of Springbank (born 13 February 1973) is a Scottish politician serving as a deputy speaker in the House of Lords. A member of the Conservative Party, he was formerly Minister for Climate Change in the Department for Business, Energy and Industrial Strategy and minister in the Northern Ireland Office. He initially joined the UK Government as a Scotland Office minister following the 2017 UK general election. Duncan was a Member of the European Parliament (MEP) for Scotland from 2014 to 2017. He is the only minister to have served in each of the UK Government's territorial offices. Early life Duncan was born on 13 February 1973 and raised in Alyth, Perthshire, where he attended Alyth High School. Nosheena Shaheen Mobarik, Baroness Mobarik , (born 16 October 1957) is a British Conservative politician and Life Peer. She served as a Member of European Parliament for Scotland from 2017 to 2020. Early life and education Mobarik was born in 1957 in Mian Channu, Pakistan, before moving to Glasgow, Scotland, at age 6, where she has lived ever since. Having already completed secondary education at Shawlands Academy, Mobarik graduated with a History BA (Hons) degree from Strathclyde University in 1991. The Senior Deputy Speaker is an officer of the House of Lords whose main role is to preside over the House when it is in committee (i.e., considering a bill at committee stage), either in the Lords Chamber or in Grand Committee, which is when committee stage is taken away from the floor to free up debating time in the main Chamber.
