International Centre for Free and Open Source Software (ICFOSS) is an autonomous organization set up by the Government of Kerala, India and having the combined mandate of popularizing Free and Open Source Software for universal use; consolidating the early FOSS work done in Kerala; and networking with different nations, communities and governments to collaboratively promote FOSS. Origins Kerala was the first state in India to formally adopt a pro-FOSS IT policy in 2001. Richard Matthew Stallman (; born March 16, 1953), also known by his initials, rms, is an American free software movement activist and programmer. He campaigns for software to be distributed in such a manner that its users have the freedom to use, study, distribute, and modify that software. Software that ensures these freedoms is termed free software. Stallman launched the GNU Project, founded the Free Software Foundation (FSF) in October 1985, developed the GNU Compiler Collection and GNU Emacs, and wrote the GNU General Public License. Free and open-source software (FOSS) is a term used to refer to groups of software consisting of both free software and open-source software where anyone is freely licensed to use, copy, study, and change the software in any way, and the source code is openly shared so that people are encouraged to voluntarily improve the design of the software. This is in contrast to proprietary software, where the software is under restrictive copyright licensing and the source code is usually hidden from the users. Free and Open source Software Developers' European Meeting (FOSDEM) is a non-commercial, volunteer-organized European event centered on free and open-source software development. It is aimed at developers and anyone interested in the free and open-source software movement. It was founded in Thiruvananthapuram (Trivandrum) (the capital of Kerala) in 2001 as a non-profit Company. The FSFI advocates to promote the use and development of free software in India.
