Ivan Dawson, CBE was a British Virgin Islands politician. He was then elected as the member for the Second District in the 1967 general election, which introduced Ministerial rule in the British Virgin Islands, and he was appointed Minister for Natural Resources and Public Health. He later served as Deputy Speaker (1971-1975) and then Speaker (1975-1983) to the Legislative Council. He was a founding member of the United Party. Legislative Council Of The British Virgin Islands
The House of Assembly of the British Virgin Islands, until 2007 known as the Legislative Council, has 15 members: 13 directly elected for four-year terms (nine in single-seat constituencies and four "at large"), and two ''ex officio'' members (the Attorney General and a Speaker chosen from outside the house). Sittings of the House of Assembly are divided into " terms" with each term following from a general election. The House of Assembly is presently sitting its fourth term, but the first term of the House of Assembly followed the 15th term of the old Legislative Council. Accordingly, in aggregate the legislature is sitting its 19th term since the restoration of democracy in the Territory. Each term has a series of "sittings". At the end of each sitting the House is either prorogued until the next sitting, or dissolved for a general election. The Hon. Julian Willock was elected Speaker of the House on 12 March 2019. 1967 British Virgin Islands General Election
General elections were held in the British Virgin Islands on 14 April 1967. The election was the first general election after the passing of the new Constitution earlier in the same year, which introduced Ministerial Government into the British Virgin Islands for the first time. Elections under the prior Constitution introduced in 1950 to restore the Legislative Council had merely elected legislators. It is probably fair to say that 1967 marked the introduction of true direct democratic rule in the British Virgin Islands. But, notwithstanding the introduction of Ministerial Government, the resulting Legislative Council is still referred to as the 6th Legislative Council in deference to the five prior Councils elected under the 1950 Constitution. United Party (British Virgin Islands)
The United Party (sometimes referred to as the BVI United Party) (or UP) is a nodefunctpolitical party of the British Virgin Islands. It was originally formed by Conrad Maduro, H. Lavity Stoutt, Terrance B. Lettsome and Ivan Dawson during the first session of the Legislative Council of the British Virgin Islands under the new constitution in 1967 subsequent to the general election on 14 April 1967. Although Conrad Maduro was the President of the party, he did not win his seat at the 1967 general election, and so it was agreed that Lavity Stoutt would be appointed Chief Minister. Leading up to the 1971 general election Lavity Stoutt and Terrance Lettsome left the party to form the Virgin Islands Party, presumably for the ostensible reason of Stoutt seeking to remain as Chief Minister if Maduro should win his seat at the next election. General elections were held in the British Virgin Islands in 1957 for seats on the Legislative Council of the British Virgin Islands. The 1957 election was the first election in which Lavity Stoutt stood and won. It would prove to be the first of eleven consecutive electoral victories for Stoutt (a record) and he would sit in the Legislature for over 38 years consecutively (also a record, since surpassed by Ralph O'Neal) until his death, and would serve as Chief Minister a record five times. Howard Reynold Penn
Howard Reynold Penn OBE (1903–1994), more commonly known simply as H.R. Penn, was a politician who served during the years immediately after the reintroduction of democracy in the British Virgin Islands in 1950. He was elected as a member of First Legislative Council and continued to serve until his defeat in the 1963 general election. Prior to the introduction of Ministerial government in 1967, various executive type posts were delegated to members of the Legislative Council in a ministerial-like fashion. From 1957 to 1960 H.R.
