Isidro Morales Moreno is a professor and researcher in political science as well as the director of Graduate School of Government and Public Policy (EGAP), State of Mexico Campus . Academia Morales Moreno has a doctorate in international relations from the Institut d’Etudes Politiques in Paris, a Diplôme d'études approfondies (D.E.A.) in political science from the same institution and a bachelor's degree in international relations from the El Colegio de México . “Instituto Tecnológico de Estudios Superiores Monterrey, Campus Estado de Mexico (known also as Tec CEM) is one of the campus of the “Instituto Tecnológico y de Estudios Superiores Monterrey”. It is located in the Atizapán de Zaragoza Municipality, in Mexico State. There are about 10,000 students between high school, college, and postgraduate studies. Because of the students' number it is the second biggest campus in the ITESM system (just behind the Campus Monterrey that has 20,000 students). History It was founded in 1976, as the “Unidad Estado de México” and it started with just 328 students (276 from high school and 52 from college). Sistema Nacional de Investigadores (National System of Researchers) or SNI is a governmental agency established in Mexico in 1984 to promote both the quantity and quality of research in Mexico, especially in the sciences. In the 1980s, the country suffered from “ brain drain,” with talent leaving Mexico for better economic opportunities in other places in the world. SNI first worked to establish compensation guides to keep researchers in the country, but since has also been involved in the reform of Mexico’s graduate-level education.
