Irbene
Irbene is a ghost town in Ance parish, northwestern Latvia. In 1971, the Soviet Union established a secret radar center "Звезда" ("Star" in Russian; later acquired by Ventspils Starptautiskais Radioastronomijas Centrs in 1990s) and built a settlement for military officers and their families, naming it Irbene because of nearby river Irbe. The town had a school, shop, sport and concert halls. However, the town was not marked on maps. Only the holders of a special permit were able to access Irbene. Ventspils Starptautiskais Radioastronomijas Centrs
Ventspils International Radio Astronomy Centre ( lv, Ventspils Starptautiskais radioastronomijas centrs – ''VIRAC'') is an ex-Soviet radio astronomy installation 30 km north of Ventspils, Latvia, on the coast of the Baltic Sea in Ance parish. The installation was secret until 1993 after Latvia regained independence. It was taken over by the Latvian Academy of Sciences after the withdrawal of the Soviet Army in 1994. Ventspils Municipality ( lv, Ventspils novads) is a municipality in Courland, Latvia. The municipality was formed in 2009 by merging Piltene town, Ance Parish, Jūrkalne Parish, Piltene rural community (from 2010 Piltene Parish), Pope Parish, Puze Parish, Tārgale Parish, Ugāle Parish, Usma Parish, Užava Parish, Vārve Parish, Ziras Parish and Zlēkas Parish. Eastern European Summer Time (EEST) is one of the names of the UTC+03:00 time zone, which is 3 hours ahead of Coordinated Universal Time. It is used as a summer daylight saving time in some European and Middle Eastern countries, which makes it the same as Arabia Standard Time, East Africa Time, and Moscow Time.
