The International University for Humanities and Development ( tm, Halkara Ynsanperwer Ylymlary we Ösüş Uniwersiteti, HYY we ÖU) was opened in September 2014 as an English-medium institution of higher education in Turkmenistan.''International University for Humanities & Development'' (brochure) It was created by presidential decree on May 16, 2014. Ashgabat or Asgabat ( tk, Aşgabat, ; fa, عشقآباد, translit='Ešqābād, formerly named Poltoratsk ( rus, Полтора́цк, p=pəltɐˈratsk) between 1919 and 1927), is the capital and the largest city of Turkmenistan.
