International Teledemocracy Centre
The International Teledemocracy Centre (ITC) was established at Edinburgh Napier University in 1999. The centre is dedicated to researching innovative E-democracy systems that will strengthen public understanding and participation in democratic decision making. ITC have worked in a number of roles on E-participation and E-democracy initiatives and research projects with a wide range of partners including parliaments, government departments and local authorities, NGOs, charities, youth groups, media and technical and research organisations. E-participation
Electronic participation (e-participation) is ICT-supported participation in processes involving government and citizens. Processes may concern administration, service delivery, decision making and policy making. E-participation is hence closely related to e-government and e-governance participation. The need for the term has emerged as citizen interests and interaction with political service providers have increasingly become digitized due to the rise of e-government. A more detailed definition sees e-participation as a process that enhances and deepens political participation and allows citizens to interact with one another as well as their elected representative through the use of information and communication technologies (ICTs). E-democracy
E-democracy (a combination of the words electronic and democracy), also known as digital democracy or Internet democracy, is the use of information and communication technology (ICT) in political and governance processes. The term is believed to have been coined by digital activist Steven Clift. E-democracy incorporates 21st-century information and communications technology to promote democracy; such technologies include civic technology and government technology. E-Petitioner
E-petitioner is an online petition system developed in Scotland, characterised by its integration into the processes of representative democracy. It allows citizens to raise and sign a petition, read background information on the issue, and add comments to an online forum associated with each petition. The system evolved from a research project conducted jointly by the Scottish Parliament, the International Teledemocracy Centre at Edinburgh Napier University and BT Scotland, as part of an investigation into the use of information and communication technologies in encouraging democratic participation. Internet Petition
An online petition (or Internet petition, or e-petition) is a form of petition which is signed online, usually through a form on a website. Visitors to the online petition sign the petition by adding their details such as name and email address. Typically, after there are enough signatories, the resulting letter may be delivered to the subject of the petition, usually via e-mail. The online petition may also deliver an email to the target of the petition each time the petition is signed. Pros and cons The format makes it easy for people to make a petition at any time. Several websites allow anyone with computer access to make one to protest any cause, such as stopping construction or closure of a store. Because petitions are easy to set up, the site can attract frivolous causes, or jokes framed in the ostensible form of a petition.
