International Open Data Charter
The International Open Data Charter is a set of principles and best practices for the release of governmental open data. The charter was formally adopted by seventeen governments of countries, states and cities at the Open Government Partnership Global Summit in Mexico in October 2015. The original signatories included the governments of Chile, Guatemala, France, Italy, Mexico, Philippines, South Korea, the United Kingdom and Uruguay, the cities of Buenos Aires, Minatitlán, Puebla, Veracruz, Montevideo, Reynosa, and the Mexican states of Morelos and Xalapa. As of 2020, 74 national and local governments are signatories. Open Data
Open data is data that is openly accessible, exploitable, editable and shared by anyone for any purpose. Open data is licensed under an open license. The goals of the open data movement are similar to those of other "open(-source)" movements such as open-source software, hardware, open content, open specifications, open education, open educational resources, open government, open knowledge, open access, open science, and the open web. The growth of the open data movement is paralleled by a rise in intellectual property rights. The philosophy behind open data has been long established (for example in the Mertonian tradition of science), but the term "open data" itself is recent, gaining popularity with the rise of the Internet and World Wide Web and, especially, with the launch of open-data government initiatives such as Data.gov, Data.gov.uk and Data.gov.in. Puebla City
Puebla de Zaragoza (; nah, Cuetlaxcoapan), formally Heroica Puebla de Zaragoza, formerly Puebla de los Ángeles during colonial times, or known in English simply as Puebla, is the seat of Puebla Municipality. It is the capital and largest city of the state of Puebla, and the fourth largest city in Mexico, after Mexico City, Monterrey, and Guadalajara. Xalapa
Xalapa or Jalapa (, ), officially Xalapa-Enríquez (), is the capital city of the Mexican state of Veracruz and the name of the surrounding municipality. In the 2005 census the city reported a population of 387,879 and the municipality of which it serves as municipal seat reported a population of 413,136. The municipality has an area of 118.45 km2. Xalapa lies near the geographic center of the state and is the second-largest city in the state after the city of Veracruz to the southeast. Morelos
Morelos (), officially the Free and Sovereign State of Morelos ( es, Estado Libre y Soberano de Morelos), is one of the 32 states which comprise the Federal Entities of Mexico. It is divided into 36 municipalities and its capital city is Cuernavaca. Morelos is a landlocked state located in South Central Mexico. It is bordered by Mexico City to the north, and by the states of México to the northeast and northwest, Puebla to the east and Guerrero to the southwest. Morelos is the second-smallest state in the nation, just after Tlaxcala. Veracruz (), known officially as Heroica Veracruz, is a major port city and municipal seat for the surrounding municipality of Veracruz on the Gulf of Mexico in the Mexican state of Veracruz. The city is located along the coast in the central part of the state, southeast of the state capital Xalapa along Federal Highway 140. It is the state's most populous city, with a population that is greater than the municipality's population, as part of the city of Veracruz extends into the neighboring Boca del Río Municipality. Minatitlán, Veracruz
Minatitlán is a city in southeastern Mexican state of Veracruz in the Olmec region of the state and the north of the Isthmus of Tehuantepec. In 2010 the greater metropolitan area had a population of 356,020. The municipality covers an area of and includes many small outlying communities. Much of the city sits on reclaimed wetlands, and many new homes built on this reclaimed land have a tendency to sink up to several meters before settling. Much of the surrounding undeveloped land is marshy, especially towards the northeast direction of Coatzacoalcos. Minatitlán is home to the ''Refinería Gral. Lázaro Cárdenas del Río'' (now named for President Lázaro Cárdenas) a 1906 oil refinery that was the first such facility built in Latin America.
