International Cooperation And Development
The Directorate-General for International Partnerships (DG International Partnerships or DG INTPA) is the European Commission department responsible for international development policy. It operates under the authority of the European Commissioner for International Partnerships, Jutta Urpilainen. The European Commission disbursed 14.4 billion euros in official development assistance (ODA) in 2021 (0.21% of EU GNI). This was slightly above the 13.7 billion disbursed by the development ministry of Germany, the EU's biggest ODA donor. As a whole, the EU and its member states provided ODA of 70.2 billion euros (0.49% of EU GNI, below the 0.7% target). The EU has a strong preference for bilateral financing (provision of aid to recipient governments, as opposed to NGOs), with 99% of EUI (DG INTPA + EIB) funds going to partner country governments. European Commission
The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. The Commission is divided into departments known as Directorates-General (DGs) that can be likened to departments or ministries each headed by a Director-General who is responsible to a Commissioner. There is one member per member state, but members are bound by their oath of office to represent the general interest of the EU as a whole rather than their home state. The Commission President (currently Ursula von der Leyen) is proposed by the European Council (the 27 heads of state/governments) and elected by the European Parliament.
