International Contact Group On Liberia
{{Unreferenced, date=July 2011 The International Contact Group on Liberia (ICGL) is an ad-hoc formed International Contact Group composed of members from the United Nations, the Economic Community of West African States (ECOWAS), African Union, World Bank, United States, Ghana, Nigeria, United Kingdom, Germany, Spain and Sweden. The ICGL was formed from a need for an international and regional response to the Second Liberian Civil War. The ICGL was cited by the Accra Comprehensive Peace Accord with a number of tasks, most notably ensuring the faithful implementation of the accord by all parties. International Contact Groups are "informal, non-permanent international bodies that are created ad hoc, with the purpose of coordinating international actors in their aim of managing a peace and security crisis in a specific state or region (single-issue). They are founded and formed out of by states and/or International Organizations/Regional Organizations. The Governance and Economic Management Assistance Program (GEMAP) is an effort, started September 2005, by the Liberian government and the international community, via the International Contact Group on Liberia (ICGL) to reshape the fundamentally broken system of governance that contributed to 23 years of conflict in Liberia. Description The design of GEMAP began shortly after the end of Liberia's fourteen-year civil war in 2003. The war ended with the signing of the Comprehensive Peace Agreement (CPA) on August 18, 2003, resulting in the resignation of Charles Taylor, President since 1997. Second Liberian Civil War
The Second Liberian Civil War was a conflict in the West African nation of Liberia lasted from 1999 to 2003. It was preceded by the First Liberian Civil War, which ended in 1996. President Charles Taylor came to power in 1997 after victory in the First Liberian Civil War which led to two years of peace. The Liberians United for Reconciliation and Democracy (LURD), an anti-Taylor rebel group backed by the government of Guinea, invaded northern Liberia in April 1999. LURD made gradual gains against Taylor in the north and began approaching the capital Monrovia by early 2002. The Movement for Democracy in Liberia (MODEL), a second anti-Taylor rebel group, invaded southern Liberia in early 2003 and quickly conquered most of the south.
