International Civilian Representative For Kosovo
The International Civilian Representative for Kosovo (ICR), supported by the International Civilian Office (ICO), was the European Union Special Representative (EUSR) for Kosovo (appointed by the Council of the European Union) which was re-appointed by the International Steering Group for Kosovo as the ICR pursuant to the Ahtisaari Plan. The ICR was the "final authority in Kosovo regarding interpretation" of the Plan, and could, in principle, annul decisions or laws adopted by Kosovo authorities or sanction public officials who strayed from the Plan. The ICR reported to the International Steering Group for Kosovo (ISG). Following the publication of the draft status proposal in 2006, an International Civilian Office preparation team has been set up in Pristina. European Union Special Representative
The European Union Special Representatives (EUSR) are emissaries of the European Union with specific tasks abroad. While the EU's ambassadors are responsible for affairs with a single country, Special Representatives tackle specific issues, conflict areas or regions of countries. They answer directly to the High Representative of the Union for Foreign Affairs and Security Policy, currently Josep Borrell. Kosovo
Kosovo ( sq, Kosova or ; sr-Cyrl, Косово ), officially the Republic of Kosovo ( sq, Republika e Kosovës, links=no; sr, Република Косово, Republika Kosovo, links=no), is a partially recognised state in Southeast Europe. The International Steering Group for Kosovo (ISG) was an organization formed pursuant to the Ahtisaari Plan concerning the Kosovo status process. It was set up to guide Kosovo's democratic development and promote good governance, multi-ethnicity and the rule of law. The group was responsible for appointing and overseeing the International Civilian Representative for Kosovo (ICR). The Ahtisaari Plan, formally the Comprehensive Proposal for the Kosovo Status Settlement (CSP), is a status settlement proposed by former President of Finland Martti Ahtisaari covering a wide range of issues related to the status of Kosovo. Some of the main components of the plan include the formation of the International Steering Group for Kosovo (ISG), the International Civilian Representative for Kosovo (ICR), and the European Union Special Representative (EUSR) for Kosovo, appointed by the Council of the European Union. The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. 2008 Kosovo Declaration Of Independence
The 2008 Kosovo declaration of independence, which proclaimed the Republic of Kosovo to be a state independent from Serbia, was adopted at a meeting held on 17 February 2008 by 109 out of the 120 members of the Assembly of Kosovo, including the Prime Minister of Kosovo, Hashim Thaçi, and by the President of Kosovo, Fatmir Sejdiu (who was not a member of the Assembly). It was the second declaration of independence by Kosovo's Albanian-majority political institutions; the first was proclaimed on 7 September 1990. The legality of the declaration has been disputed. Pieter Cornelis Feith (born 9 February 1945) is a Dutch diplomat, formerly serving as the European Union Special Representative (EUSR) and as the International Civilian Representative in Kosovo. Fernando Gentilini (born 2 March 1962) is an Italian diplomat. Early life Gentilini was born in Subiaco, Italy in 1962. He graduated as a lawyer from the University of Rome in 1986. Samuel Žbogar (born 5 March 1962) is a Slovenian diplomat and politician who is the EU Special Representative in North Macedonia. He served as Minister of Foreign Affairs of Slovenia from 2008 to 2012. He is currently acting Minister for Development Cooperation.
