Intelligence Community Whistleblower Protection Act
The Intelligence Community Whistleblower Protection Act of 1998, amending the Central Intelligence Agency Act of 1949 and the Inspector General Act of 1978, sets forth a procedure for employees and contractors of specified federal intelligence agencies to report complaints or information to Congress about serious problems involving intelligence activities. Under the ICWPA, an intelligence employee or contractor who intends to report to Congress a complaint or information of "urgent concern" involving an intelligence activity may report the complaint or information to their agency’s inspector general or the Inspector General of the Intelligence Community (ICIG). Within a 14-day period, the IG must determine "whether the complaint or information appears credible," and upon finding the information to be credible, thereafter transfer the information to the head of the agency. Central Intelligence Agency Act
The Central Intelligence Agency Act, , is a United States federal law enacted in 1949. The Act, also called the "CIA Act of 1949" or "Public Law 110" permitted the Central Intelligence Agency to use confidential fiscal and administrative procedures and exempting it from many of the usual limitations on the use of federal funds. The act (Section 7) also exempted the CIA from having to disclose its "organization, functions, officials, titles, salaries, or numbers of personnel employed." It also created a program called "PL-110" to handle defectors and other "essential aliens" outside normal immigration procedures, as well as give those persons cover stories and economic support. The Intelligence Authorization Act for Fiscal Year 2014 (; ) is a U.S. public law that authorizes appropriations for fiscal year 2014 for intelligence activities of the U.S. government. The Inspector General Act of 1978 is a United States federal law () defining a standard set of Inspector General offices across several specified departments of the U.S. federal government. The Act specifically creates Inspector General positions and offices in more than a dozen specific departments and agencies.
