Instituto Liberdade do Rio Grande do Sul is a Brazilian independent think tank, formed by intellectual entrepreneurs, based in Porto Alegre. Instituto Liberdade is not endowed and does not accept government funding. All of its programs depend upon the generosity of foundations, individuals, and corporations that share belief in the importance of independent research. Instituto Liberdade is among the Top 40 think tanks in Latin America and the Caribbean, from the 2009 Global Go To Think Tanks Index, research conducted by the University of Pennsylvania – Think Tanks and Civil Societies Program. A think tank, or policy institute, is a research institute that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture. Most think tanks are non-governmental organizations, but some are semi-autonomous agencies within government or are associated with particular political parties, businesses or the military. Think-tank funding often includes a combination of donations from very wealthy people and those not so wealthy, with many also accepting government grants. The Institute of Economic Affairs (IEA) is a right-wing pressure group and think tank registered as a UK charity Associated with the New Right, the IEA describes itself as an "educational research institute", and says that it seeks to "further the dissemination of free-market thinking", and that it does so by "analysing and expounding the role of markets in solving economic and social problems." The IEA subscribes to a neoliberal worldview and advocates positions based on this ideology. The Heartland Institute is an American conservative and libertarian public policy think tank known for its rejection of both the scientific consensus on climate change and the negative health impacts of smoking. The ''Index of Economic Freedom'' is an annual index and ranking created in 1995 by The Heritage Foundation and ''The Wall Street Journal'' to measure the degree of economic freedom in the world's nations.
