Inspector General Act Of 1978
The Inspector General Act of 1978 is a United States federal law () defining a standard set of Inspector General offices across several specified departments of the U.S. federal government. The Act specifically creates Inspector General positions and offices in more than a dozen specific departments and agencies. The Act gave these inspectors general the authority to review the internal documents of their departments or offices. They were given responsibility to investigate fraud, to give policy advice (section 4), to handle certain complaints by employees, and to report to the heads of their agencies and to Congress on their activities every six months (section 5). Many existing offices with names like Office of Audit, Office of Investigations, or similar were transferred, renamed, folded into the new IG offices. Lawrence Fountain
Lawrence H. Fountain (April 23, 1913 – October 10, 2002) was a Democratic U.S. representative from North Carolina from 1953 to 1983. Early life Fountain was educated in the public schools of Edgecombe County and at the University of North Carolina at Chapel Hill where he received his A. B. degree in 1934 and his Juris Doctor degree. He was admitted to the North Carolina Bar following graduation from law school in 1936. He practiced law in Tarboro, North Carolina and was active in statewide Democratic Party politics until March 1942 when he entered the United States Army as a private in the infantry. He rose through the ranks and was released from service as a major in the Judge Advocate General's Office on March 4, 1946. Fountain then returned to his law practice in Tarboro. In civilian life, he remained a member of the U. S. Army Reserve and later retired as a lieutenant colonel. 2020 Dismissal Of Inspectors General
In April and May 2020, United States President Donald Trump dismissed the inspectors general (IGs) of five cabinet departments in the space of six weeks. The inspectors general removed were Michael K. Atkinson, Intelligence, on April 3; Glenn Fine (acting), Defense, April 7; Christi Grimm (acting), Health and Human Services, May 1; Mitch Behm (acting), Transportation, May 15; and Steve Linick, State, May 15. In four of the cases the announcement was made late on a Friday night in a classic Friday news dump. In several cases the fired IGs had taken an action which Trump disliked, so that the dismissals were widely described as retaliation.
