Imvume
Imvume Holdings is a South African oil company. It shot to fame in 2005 as a result of its involvement in what the South African press has dubbed the Oilgate scandal. In 2004, the investigation South African newspaper Mail & Guardian revealed Imvume's implication in the United Nations Oil-for-Food scandal. Imvume was named as one of the companies that paid kickbacks to Iraq in exchange for a contract under the oil for food program. Imvume has since taken legal action against the Independent Inquiry Committee, the UN body that made the accusations. The court case is ongoing. Oilgate
Oilgate is a South African political scandal in which the petrol company Imvume Holdings was accused of paying R11 millions of state money to the ruling African National Congress shortly before the 2004 General Election. The money had been received from the state oil company, PetroSA, as part of an advance payment for a quantity of oil condensate that had been procured from Glencore, an international company. The scandal broke in an article written by the newspaper ''Mail & Guardian''. Imvume was able to get a court order restraining the ''Mail & Guardian'' from publishing the article, but was subsequently outmaneuvered when the Freedom Front Plus, an opposition political party, revealed the same information in Parliament. Under South African law, political groups making representations in parliament may not be subjected to legal action for the content of their statements. Oil-for-Food Programme
The Oil-for-Food Programme (OIP), established by the United Nations in 1995 (under United Nations Security Council, UN Security Council United Nations Security Council Resolution 986, Resolution 986) was established to allow Iraq to sell Petroleum, oil on the world market in exchange for food, medicine, and other humanitarian needs for ordinary Iraqi citizens without allowing Iraq to boost its military capabilities. The programme was introduced by United States President Bill Clinton's Clinton Administration, administration in 1995, as a response to arguments that ordinary Iraqi citizens were inordinately affected by the international economic sanctions aimed at the Demilitarized zone, demilitarisation of Saddam Hussein's Iraq, imposed in the wake of the first Gulf War. Independent Inquiry Committee
The Paul Volcker Committee (Independent Inquiry Committee) was formed to investigate alleged corruption and fraud in the United Nations Oil-for-Food Programme in Iraq. The committee was appointed by UN Secretary General Kofi Annan during April 2004, following calls for a Security Council inquiry, which was approved in Resolution 1538. The three member inquiry was chaired by former Federal Reserve Chairman and United Nations Association of the United States of America director Paul Volcker. The other members of the inquiry were South African Justice Richard Goldstone and Swiss Professor of Criminal Law Mark Pieth. The committee's 60 members of staff, which included three support personnel on loan from the UN, operated on a $30 million budget drawn from the UN Oil-for-Food escrow account. Chancellor House is a South African holding company managing investments in the mining, engineering, energy and information technology sectors. It is named after Chancellor House, the building where the law firm of Nelson Mandela and Oliver Tambo was located. After initially being exposed as a surreptitious funding front for the African National Congress (ANC) it was subsequently acknowledged as an in-house investment firm for the party. It is best known for the controversy surrounding the award to it of lucrative black economic empowerment and parastatal contracts.
