Igor Farkhutdinov
Igor Pavlovich Farkhutdinov (russian: Игорь Павлович Фархутдинов; April 16, 1950 – August 20, 2003) was governor of Sakhalin Oblast, Russia during 1995–2003. Biography Igor Farkhutdinov was born in 1950 in Novosibirsk to a Russian mother and Tatar father. His maternal grandfather participated in the Russo-Japanese War on Sakhalin island. In 1972 Igor graduated from the Krasnoyarsk Polytechnic Institute (now part of the Siberian Federal University) as engineer-economist. He played for the rugby team "Polytechnic" (now Krasny Yar). For the next five years he worked at Tymovskoye power plant, Sakhalin Oblast. From 1977 to 1985 Farkhutdinov was working in Tymovsky District committee, then Sakhalin Oblast committee of Komsomol, instructor of the Communist Party regional committee. Yevgeny Krasnoyarov
Yevgeny Valeryevich Krasnoyarov (russian: Евгений Валерьевич Краснояров; born 1972), known as The Ripper of Tajiks (russian: Потрошитель таджиков), is a Russian serial killer and Neo-Nazi who murdered six people and harmed eight others in Chita, Zabaykalsky Krai, from 2006 to 2016. Most of the killings were committed on ethnic grounds, with him claiming that he wanted to rid the country of foreign drug dealers. For his crimes, Krasnoyarov was convicted and sentenced to life imprisonment. Early life Yevgeny Krasnoyarov was born in 1972 in Chita, Chita Oblast. Little is known about his childhood, but by the 1990s, he was involved with several criminal gangs in the Transbaikal region. Tymovskoye (russian: Ты́мовское) is an urban locality (an urban-type settlement) and the administrative center of Tymovsky District of Sakhalin Oblast, Russia, located in the central part of the Sakhalin Island on the right bank of the Tym River, about north of Yuzhno-Sakhalinsk. Population: History The original Nivkh name of the Tymy river comes from the words Tymy (smoke), which means a depression at the bottom of the river where fish spawns, and "and" is the river. Therefore, the name of the river can be translated as "spawning river." In 1880 Derbinskoye (the original name of Tymovskoye) settlement for exiled convicts was founded, named after warden Derbin, who was killed by a prisoner for his cruel treatment. Neftegorsk, Sakhalin Oblast
Neftegorsk (), formerly Vostok (, lit. ''east'') before 1970, is a ghost town in Sakhalin Oblast, Russia. Building The city was built in 1963. It was an urban-type oil-mining settlement, with its name meaning "Oil Town". Construction Minister Yefim Basin decided not to rebuild it after its destruction. Destruction It was devastated on May 28, 1995 by an earthquake, which measured 7.1 on the Richter scale, killing 2,040 people out of a total population of 3,197. An oil-producing town in northern Sakhalin, all buildings in Neftegorsk suffered extensive damage and many were completely destroyed, as they had been built with low quality concrete and were not designed to withstand seismic activity. 1995 Neftegorsk Earthquake
__NOTOC__ The 1995 Neftegorsk earthquake occurred on 28 May at on northern Sakhalin Island in the Russian Far East. It was the most destructive earthquake known within the current territory of Russia, with a magnitude of and maximum Mercalli intensity of IX (''Violent'') that devastated the oil town of Neftegorsk, where 1,989 of its 3,977 citizens were killed, and another 750 injured. 90% of the victims were killed by the collapse of 17 five-story residential buildings. While Western media generally attributed the collapses to allegedly poor construction and shoddy materials of Soviet-era construction, a geotechnical study faulted a failure to accommodate the possibility of soil liquefaction in an area that was considered "practically aseismic".
