Rodrigo Sobral Rollemberg (born July 13, 1959) is a Brazilian politician and member of the Brazilian Socialist Party (PSB). He served as Governor of the Federal District from 2015 to 2019. Rollemberg won the 2014 Federal District gubernatorial election on October 5, 2014, with 812,036 votes, or 55.56% of the vote. He defeated the Party of the Republic (PR) gubernatorial candidate, Jofran Frejat, who placed second with 649,587 votes, or 44.44%. Following his election victory, Rollemberg pledged to hold the government of the Federal District more accountable. He also promised to create a "accountability council," composed of civic leaders and private citizens. Brasília (; ) is the federal capital of Brazil and seat of government of the Federal District. The city is located at the top of the Brazilian highlands in the country's Central-West region. It was founded by President Juscelino Kubitschek on 21 April 1960, to serve as the new national capital. Brasília is estimated to be Brazil's third-most populous city. Among major Latin American cities, it has the highest GDP per capita. The order of precedence in Brazil is a symbolic hierarchy of officials used to direct protocol. It is regulated by Presidential Decree number 70.274 of March 9, 1972, signed by former President Emilio Medici. The following order applies to ceremonies hosted by the federal government. This formal order of precedence was established during the military dictatorship, and hasn't been amended after the country's return to democracy in the 1980s. However, changes have informally been introduced to it, so that the ''de jure'' precedence no longer corresponds to the ''de facto'' arrangements that prevail in current practice. For instance, the head of the military cabinet, the head of the intelligence service and general officers of the Armed Forces no longer enjoy a precedence as high as is assigned to them by the 1972 Decree.
