The Bureau of International Security and Nonproliferation (ISN) is a bureau within the United States Department of State responsible for managing a broad range of nonproliferation and counterproliferation functions. The bureau leads U.S. efforts to prevent the spread of weapons of mass destruction (nuclear, chemical, and biological weapons) and their delivery systems. It was created on September 13, 2005 when the Bureau of Arms Control and the Bureau of Nonproliferation were merged. Stephen G. Rademaker was the first the Acting Assistant Secretary of State for International Security and Nonproliferation. He had been the Assistant Secretary for the Bureau of Arms Control, and in February 2005 he was named the head of the Bureau for Nonproliferation pending the two bureaus' merger. The International Socialist Network (ISN or IS Network for short) was a short-lived revolutionary socialist organisation in Britain. It was formed as a split from the Socialist Workers Party in 2013 following the alleged rape scandal concerning former National Secretary, Martin Smith. According to the group's Autumn 2014 Discussion Bulletin, it was "a tendency within Left Unity". The ISN also participated in unity talks involving other organisations, some of which are involved in Left Unity, including Workers Power, Socialist Resistance, Anti-Capitalist Initiative and Revolutionary Socialism in the 21st Century (RS21). It published regular 'internal' bulletins that are also publicly available, and one issue of a proposed journal, 'Cactus'. An Internment Serial Number (ISN) is an identification number assigned to captives who come under control of the United States Department of Defense (DoD) during armed conflicts. History On March 3, 2006, in compliance with a court order from District Judge Jed S. Rakoff, the DoD released 57 files that contained transcripts from the Guantanamo Bay inmates' Combatant Status Review Tribunals (CSRT) and Administrative Review Board hearings. These transcripts were only identified by the prisoners' ISNs.
