IRDC
IRDC (Iraq Reconstruction and Development Council) was a group of 150 Iraqi expatriates —most of whom were American citizens— recruited by the Pentagon in March 2003 to assist the Coalition Forces with post-war reconstruction planning after the second Gulf War. The group was headed by Emad Dhia, a former Pfizer Corporation executive. The group was supervised by Abram Shulsky's Office of Special Plans unit in the Pentagon. The 130 or so exiled Iraqi included professionals, academicians and technocrats who joined the IRDC worked as advisors for the senior advisors of the Coalition Provisional Authority. The group was the brainchild of Deputy Secretary Paul Wolfowitz and Under Secretary Douglas Feith Douglas Jay Feith (born July 16, 1953) served as the under secretary of Defense for Policy for United States president George W. Sami Al-Askari
Sami al-Askari ( ar, سامي العسكري) is an Iraqi politician and member of the Iraqi National Assembly, elected from the State of Law political coalition During the regime of Saddam Hussein he was active in exile opposition politics, joining the 1992 Executive Council of the Iraqi National Congress as a representative of the Islamic Dawa Party. An infrared dark cloud (IRDC) is a cold, dense region of a giant molecular cloud. They can be seen in silhouette against the bright diffuse mid-infrared emission from the galactic plane. Abram Shulsky
Abram Shulsky (born August 15, 1942) is a neoconservative scholar who has worked for the U.S. government, RAND Corporation, and the Hudson Institute. Shulsky served as Director of the Office of Special Plans, a unit whose function has been compared to the 1970s Team B exercise. In the run-up to the 2003 invasion of Iraq, Shulsky approved OSP memos with talking points about Iraq and weapons of mass destruction and terrorism. Shulsky is critical of the traditional intelligence analysis, which is based upon the social-scientific method, and of independent intelligence agencies. Shulsky favors a military intelligence model which can be used to support policy as, in Shulsky's words, "truth is not the goal" of intelligence operations, but "victory". Douglas Feith
Douglas Jay Feith (born July 16, 1953) served as the under secretary of Defense for Policy for United States president George W. Bush, from July 2001 until August 2005. He is a senior fellow at the Hudson Institute, a conservative think tank. Feith has been described as an architect of the Iraq War. In the lead up to the war, he played a key role in promoting the claim that the Saddam Hussein regime had an operational relationship with al-Qaeda (even though there was scant credible evidence of such a relationship at the time). A Pentagon Inspector General report found that Feith's office had "developed, produced, and then disseminated alternative intelligence assessments on the Iraq and al Qaida relationship, which included some conclusions that were inconsistent with the consensus of the Intelligence Community, to senior decision-makers."
