Hurricane Chantal (1989)
Hurricane Chantal was one of three tropical cyclones to make landfall in Texas during the 1989 Atlantic hurricane season. The third named storm and the first hurricane of the season, Chantal slowly developed on July 30 in the southern Gulf of Mexico from a tropical disturbance that was previously within Intertropical Convergence Zone (ITCZ) while near Trinidad and Tobago. While heading north-northwestward, the depression steadily intensified and was upgraded to Tropical Storm Chantal on the following day. Thereafter, Chantal quickly strengthen and became a hurricane on August 1. After intensifying slightly further, Chantal made landfall near High Island, Texas later that day. The storm quickly weakened upon moving inland and fell to tropical storm intensity a few hours after landfall. The National Hurricane Center (NHC) is the division of the United States' NOAA/National Weather Service responsible for tracking and predicting tropical weather systems between the Prime Meridian and the 140th meridian west poleward to the 30th parallel north in the northeast Pacific Ocean and the 31st parallel north in the northern Atlantic Ocean. Port O'Connor is an unincorporated community and census-designated place (CDP) in Calhoun County, Texas, United States, near the Gulf coastline between Galveston and Corpus Christi. The CDP had a population of 1,253 at the 2010 census. It is part of the Victoria, Texas metropolitan statistical area. History Port O'Connor was laid out in the late 19th century as a fishing settlement called "Alligator Head". As it grew in popularity with both permanent residents and tourists, the community took on more municipal characteristics, earning the formal designation finally in 1909 as the town site of Port O'Connor. Hurricane Dean was a strong tropical cyclone that brought minor effects the United States and Atlantic Canada offshore in early August 1989. The fourth named storm and second hurricane of the 1989 Atlantic hurricane season, Dean formed on July 31 and reached tropical storm status the following day east of the Leeward Islands. Dean brushed the northern Leeward Islands as a Category 1 hurricane on the Saffir–Simpson Hurricane Scale, bringing light rain but producing no damage, before turning northward and striking Bermuda as a Category 2 hurricane. It continued northward before making landfall in southeastern Newfoundland. Dean was initially difficult to forecast; it was thought to pose a possible threat to the Lesser Antilles, and as a result several evacuations occurred, and many hurricane watches and warnings were issued. Maximum Sustained Wind
The maximum sustained wind associated with a tropical cyclone is a common indicator of the intensity of the storm. Within a mature tropical cyclone, it is found within the eyewall at a distance defined as the radius of maximum wind, or RMW. Unlike gusts, the value of these winds are determined via their sampling and averaging the sampled results over a period of time. Wind measuring has been standardized globally to reflect the winds at above the Earth's surface, and the maximum sustained wind represents the highest average wind over either a one-minute (US) or ten-minute time span (see the definition, below), anywhere within the tropical cyclone.
