Hikmat Hashim Lotfi Zaid Al-Kilani ( ar, حكمت هاشم لطفي زيد الكيلاني, Ḥikmat Hāshim Luṭfī Zayd al-Kīlānī, born 9 August 1945), also known by his kunya Abu Zaid ( ar, ابو زيد, Abū Zayd, link=no), is a prominent Palestinian politician who served as the 2nd Minister of Agriculture from 1996 to 2002 in Yasser Arafat's third government and later as the 5th Minister of Transportation and Communications from 2003 to 2005 in Ahmed Qurei's second government within the Palestinian National Authority. From 1988 up until 2008, he was a member of the Fatah Revolutionary Council, where he previously served as the 1st Governor of Jenin from 1994 to 1996 and represented it as a member of the Palestinian Legislative Council from 1996 to 2006. Zaid represented the Palestinian Liberation Organization on an international level, serving as the Ambassador to Hungary from 1985 to 1994 to Yemen from 1979 to 1985, and to the Soviet Union from 1977 to 1 ...

Ramallah
Ramallah ( , ; ar, رام الله, , God's Height) is a Palestinian city in the central West Bank that serves as the ''de facto'' administrative capital of the State of Palestine. It is situated on the Judaean Mountains, north of Jerusalem, at an average elevation of above sea level, adjacent to al-Bireh. Palestinian Legislative Council
The Palestinian Legislative Council (PLC) is the unicameral legislature of the Palestinian Authority, elected by the Palestinian residents of the Palestinian territories of the West Bank and Gaza Strip. It currently comprises 132 members, elected from 16 electoral districts of the Palestinian Authority. The PLC has a quorum requirement of two-thirds, and since 2006 Hamas and Hamas-affiliated members have held 74 of the 132 seats in the PLC. Second Qurei Government
The Palestinian Authority Government of November 2003 was a government of the Palestinian National Authority (PA) sworn in on 12 November 2003 and continued until 24 February 2005. It was headed by Ahmed Qurei, the Prime Minister of the Palestinian National Authority. The new 24-member Cabinet was approved by Palestinian Legislative Council on 12 November with 46 votes to 13, and 5 abstentions. Background Pursuant to the Oslo Accords and the Gaza–Jericho Agreement, the Palestinian Authority had limited powers to some civil rights of the Palestinians in the West Bank Areas A and B and in the Gaza Strip, and to internal security in Area A and in Gaza. On 6 September 2003, Mahmoud Abbas resigned as Prime Minister and President Arafat asked Ahmed Qurei to become PM of an emergency government. Following a suicide bombing in Haifa on 4 October, Israel threatened to "remove" Arafat and urged him to act within 48 hours.

Third Arafat Government
The third Yasser Arafat government was the third Palestinian government formed and headed by the President of the Palestinian National Authority Yasser Arafat. It succeeded the Second Arafat Government, second Palestinian government and lasted from August 9, 1998 until the formation of the Fourth Arafat Government, fourth Palestinian government in June 13, 2002. The Cabinet of Yasser Arafat's third government consisted of 30 ministers, including Yasser Arafat, Arafat himself amd only one woman, Intissar al-Wazir. Ministers were not appointed for the Ministries of Education, Youth and Sports, and Religious Affairs and Endowments.
