Herbert Floyd Seawell (August 8, 1869 – February 15, 1949)"H. F. Seawell Dies at Home", ''The Raleigh News and Observer'' (February 16, 1949), p. 10. was a North Carolina lawyer and politician who served as the United States Attorney for the Eastern District of North Carolina from 1910 to 1914, and judge of the United States Board of Tax Appeals (later the United States Tax Court) from 1929 to 1936. Early life, education, and career Born in Duplin County, North Carolina, to Dr. Virgil Newton Seawell and Ella Croom, Seawell attended Wake Forest College and received his law degree from the University of North Carolina School of Law. He gained admission to the bar in the state in 1892, and entered the private practice of law in Carthage, North Carolina. Seawell was a Populist until 1892, when he became a Republican. Isaac Melson Meekins (February 13, 1875 – November 21, 1946) was a United States district judge of the United States District Court for the Eastern District of North Carolina. Education and career Born in Tyrrell County, North Carolina, Meekins received an Artium Baccalaureus degree from Wake Forest University in 1896 and entered private practice in Elizabeth City, North Carolina. He was Mayor of Elizabeth City in 1897, and city attorney of Elizabeth City in 1898. He was postmaster of Elizabeth City from 1903 to 1908. He was an Assistant United States Attorney of the Eastern District of North Carolina from 1910 to 1914. He was general counsel for the Alien Property Custodian in Washington, D.C. from 1921 to 1922. The Court of Claims was a federal court that heard claims against the United States government. It was established in 1855, renamed in 1948 to the United States Court of Claims (), and abolished in 1982. Then, its jurisdiction was assumed by the newly created United States Court of Appeals for the Federal Circuit and United States Claims Court (), which was later renamed the Court of Federal Claims. Before the Court of Claims was established, monetary claims against the federal government were normally submitted through petitions to Congress. By the time of the Court's creation, the workload had become unwieldy so Congress gave the Court jurisdiction to hear all monetary claims based upon a law, a regulation, or a federal government contract.
