Harry Libbey
Harrison 'Harry' Libbey (November 22, 1843 – September 30, 1913) was a U.S. Representative from Virginia's 2nd congressional district. Biography Born in Wakefield, New Hampshire, Libbey attended the common schools. He moved to Virginia and settled in Hampton in 1863. He engaged in mercantile pursuits. He was appointed one of the presiding justices of Elizabeth City County, Virginia, in 1869. Libbey was elected as a Readjuster to the Forty-eighth Congress and reelected as a Republican to the Forty-ninth Congress (March 4, 1883 – March 3, 1887). He engaged in the oyster industry. He served as chairman of the Republican county committee. Readjuster Party Members Of The United States House Of Representatives
The Readjuster Party was a bi-racial state-level political party formed in Virginia across party lines in the late 1870s during the turbulent period following the Reconstruction era that sought to reduce outstanding debt owed by the state. Readjusters aspired "to break the power of wealth and established privilege" among the planter elite of white men in the state and to promote public education. The party's program attracted support among both white people and African-Americans. The party was led by Harrison H. Riddleberger of Woodstock, an attorney, and William Mahone, a former Confederate general who was president of several railroads. Mahone was a major force in Virginia politics from around 1870 until 1883, when the Readjusters lost control to white Democrats. Elizabeth City County, Virginia
Elizabeth City County was a county in southeastern Virginia from 1634 until 1952 when it was merged into the city of Hampton. Originally created in 1634 as Elizabeth River Shire, it was one of eight shires created in the Virginia Colony by order of the King Charles I. In 1636, it was subdivided, and the portion north of the harbor of Hampton Roads became known as Elizabeth City Shire. It was renamed Elizabeth City County a short time later. Elizabeth City was originally named Kikotan (also spelled Kecoughtan and Kikowtan), presumably a word for the Native Americans living there when the English arrived in 1607. They were friendly to the English, but Sir Thomas Gates either worried about safety (including potential attack by the Spaniards and the Dutch) or coveted their corn fields after the "starving time" of the 1609–10 winter.
