Hagenbach-Bischoff Quota
The Hagenbach-Bischoff quota (also known as the Newland-Britton quota or the exact Droop quota, as opposed to the more common rounded Droop quota) is a formula used in some voting systems based on proportional representation (PR). It is used in some elections held under the largest remainder method of party-list proportional representation as well as in a variant of the D'Hondt method known as the Hagenbach-Bischoff system. Droop Quota
The Droop quota is the quota most commonly used in elections held under the single transferable vote (STV) system. It is also sometimes used in elections held under the largest remainder method of party-list proportional representation (list PR). In an STV election the quota is the minimum number of votes a candidate must receive in order to be elected. Any votes a candidate receives above the quota are transferred to another candidate. The Droop quota was devised in 1868 by the English lawyer and mathematician Henry Richmond Droop (1831–1884) as a replacement for the earlier Hare quota. Today the Droop quota is used in almost all STV elections, including the forms of STV used in India, the Republic of Ireland, Northern Ireland, Malta and Australia, among other places, and is also used to allocate seats via the largest remainder model in South Africa. Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. Largest Remainder Method
The largest remainder method (also known as Hare–Niemeyer method, Hamilton method or as Vinton's method) is one way of allocating seats proportionally for representative assemblies with party list voting systems. It contrasts with various highest averages methods (also known as divisor methods). Party-list proportional representation (list-PR) is a subset of proportional representation electoral systems in which multiple candidates are elected (e.g., elections to parliament) through their position on an electoral list. They can also be used as part of mixed-member electoral systems. The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Hagenbach-Bischoff System
The Hagenbach-Bischoff system is a variant of the D'Hondt method, used for allocating seats in party-list proportional representation. It usually uses the Hagenbach-Bischoff quota for allocating seats, and for any seats remaining the D'Hondt method is then applied so that the first and subsequent divisors (number of seats won plus 1) for each party list's vote total includes the number of seats that have been allocated by the quota. The system gives results identical to the D'Hondt method and it is often referred to as such in countries using the system e.g. Switzerland and Belgium. Eduard Hagenbach-Bischoff
Eduard Hagenbach-Bischoff (20 February 1833, in Basel – 23 December 1910, in Basel) was a Swiss physicist. The Hagenbach-Bischoff quota (a voting system) is named after him. The son of the theologian Karl Rudolf Hagenbach, he studied physics and mathematics in Basel (with Rudolf Merian), Berlin (with Heinrich Wilhelm Dove and Heinrich Gustav Magnus), Geneva, Paris (with Jules Célestin Jamin) and obtained his Ph.D. in 1855 at Basel. He taught at the ''Gewerbeschule'' (vocational school) in Basel and was after his habilitation, a professor of mathematics at the University of Basel for one year. From 1863 to 1906 he was a full professor of physics at Basel (successor of Gustav Heinrich Wiedemann). In 1874 he became director of the institute of physics at the newly founded “Bernoullianum” in Basel, and from 1874 to 1879 he was president of the Swiss Academy of Sciences. Imperiali Quota
The Imperiali quota is a formula used to calculate the minimum number, or quota, of votes required to capture a seat in some forms of single transferable vote or largest remainder method party-list proportional representation voting systems. It is distinct from the Imperiali method, a type of highest average method. It is named after Belgian senator Pierre Imperiali. The Czech Republic and Ecuador are among the few countries that currently use this allocation system, while Italy used it for its Chamber of Deputies from 1946 to 1993. Single transferable vote (STV) is a multi-winner electoral system in which voters cast a single vote in the form of a ranked-choice ballot. Voters have the option to rank candidates, and their vote may be transferred according to alternate preferences if their preferred candidate is eliminated, so that their vote is used to elect someone they prefer over others in the running. STV aims to approach proportional representation based on votes cast in the district where it is used, so that each vote is worth about the same as another. The Hare quota (also known as the simple quota) is a formula used under some forms of proportional representation. In these voting systems the quota is the number of votes that guarantees a candidate, or a party in some cases, captures a seat. The Hare quota is the total number of votes divided by the number of seats to be filled. This is the simplest quota, but the Droop quota is mostly used currently.
