The United States has held a total of 115 Yemeni citizens at Guantanamo Bay, forty-two of whom have since been transferred out of the facility. Only Afghanistan and Saudi Arabia had a greater number of their citizens held in the Guantanamo Bay detention camp. By January 2008, the Yemenis in Guantanamo represented the largest group of detainees. Among the Yemeni detainees currently held (as of November 2015), 44 are recommended for transfer out of the facility, while twenty-three are being held indefinitely and are not recommended for transfer. Only Ali Hamza Ahmad Suliman al Bahlul has been convicted by military tribunal, and his conviction has been vacated on appeal. Muaz Hamza Ahmad Al Alawi
Moath Hamza Ahmed al-Alwi is a citizen of Yemen, held in extrajudicial detention in the United States Guantanamo Bay detainment camps, in Cuba. His detainee ID number is 28. Guantanamo analysts estimated he was born in 1977, in Bajor, Yemen. Al-Alwi arrived at Guantanamo on January 17, 2002, and has been held at Guantanamo for . In January 2010, the Guantanamo Review Task Force recommended he should be classed as a "forever prisoner", one who has not committed a crime but is too dangerous to release. Guantanamo Review Task Force
The Guantanamo Review Task Force was created by Executive Order 13492 issued by President of the United States Barack Obama on January 22, 2009, his second full day in office. United States Attorney General Eric Holder announced Matthew G. Olsen as Executive Director of the task force on February 20, 2009. The task force was charged with determining which Guantánamo detainees can be transferred (released), which can be prosecuted for crimes they may have committed, and, if neither of those is possible, recommending other lawful means for disposition of the detainees. Internment Serial Number
An Internment Serial Number (ISN) is an identification number assigned to captives who come under control of the United States Department of Defense (DoD) during armed conflicts. History On March 3, 2006, in compliance with a court order from District Judge Jed S. Rakoff, the DoD released 57 files that contained transcripts from the Guantanamo Bay inmates' Combatant Status Review Tribunals (CSRT) and Administrative Review Board hearings. These transcripts were only identified by the prisoners' ISNs. On April 20, 2006, the DoD released the first of two official lists of captives, which contained the captives' ISNs, names, and nationalities.
