Hiroe Makiyama
is a Japanese politician of the Constitutional Democratic Party and a member of the House of Councillors in the Diet (national legislature) representing the Kanagawa at-large district. Makiyama graduated International Christian University in 1987 and briefly worked at Tokyo Broadcasting System before moving to the United States to attend the Thomas M. Cooley Law School. She was admitted to the bar in New York and Connecticut and practiced at the New York law firm of Marks & Murase (later Bingham Dana). She entered politics by running in the 2005 general election for the House of Representatives, in which she was defeated by former foreign minister Yoriko Kawaguchi. The is the upper house of the National Diet of Japan. The House of Representatives is the lower house. The House of Councillors is the successor to the pre-war House of Peers. If the two houses disagree on matters of the budget, treaties, or designation of the prime minister, the House of Representatives can insist on its decision. In other decisions, the House of Representatives can override a vote of the House of Councillors only by a two-thirds majority of members present. The House of Councillors has 248 members who each serve six-year terms, two years longer than those of the House of Representatives. Councillors must be at least 30 years old, compared with 25 years old in the House of Representatives. 2007 Japanese House Of Councillors Election
House of Councillors elections were held in Japan on July 29, 2007. The date was originally to be July 22, but the ruling Liberal Democratic Party (LDP) decided in mid-June to extend the session of the House for a week to finish up legislative business; this step was criticised due to the short-term delay. The House of Councillors consists of 242 members who serve six-year terms. Approximately half the members are elected every three years. The previous elections took place in 2004 when Junichiro Koizumi, Abe's predecessor, was in office. The house ended its 166th session on July 5, 2007, marking the unofficial beginning of campaign. The official campaign began on July 12. The Kanagawa at-large district is a constituency of the House of Councillors in the Diet of Japan (national legislature) represented by six Councillors. It comprises the entire prefecture of Kanagawa and elects three Councillors every three years by single non-transferable vote. Between 1947 and 1995 Kanagawa was represented by four Councillors. The 1994 electoral reform reapportioned the number of seats, increasing the number of Councillors in Miyagi, Saitama, Kanagawa and Gifu by two each (one per election) and reducing the number in Hokkaido, Hyogo and Fukuoka.
