Hilltop is an unincorporated community and census-designated place (CDP) in Frio County, Texas, United States. Its population was 287 at the 2010 United States Census, 2010 census. Geography Hilltop is located in southern Frio County at (28.692830, -99.173601). It is bordered to the south by the city of Dilley, Texas, Dilley. Interstate 35 forms the southeastern edge of the CDP, with access from Exits 85 and 86.
