Herbert John Goodes was a senior Australian public servant and policymaker. Life and career Goodes was born in England, migrating to Australia in the 1920s and reaching Western Australia where he took on casual work, including digging dams and fencing. In the 1930s, Goodes enrolled to study part-time at the University of Western Australia, graduating with honours in economics. In 1939, Goodes married Joyce and together they moved to Canberra in 1943 when he was seconded to the Department of the Treasury from the WA Registry of Births, Deaths and Marriages. The Department was established by the Menzies Government in 1939, but did not become fully operative until 1941. Francis Harry Rowe (20 October 189524 May 1958) was a senior Australian public servant, best known for his time as Director-General of the Department of Social Services. Life and career Frank Rowe was born in Bright, Victoria on 20 October 1895. In March 1917, Rowe enlisted in the First Australian Imperial Force and was assigned to a position in the Army Medical Corps. He was discharged in September that year. In 1918 he joined the Commonwealth Public Service in the Repatriation Department, as a clerk. Between April 1941 and his death in May 1958, Rowe was head of the Department of Social Services.
