The is an extraordinary organ of the Japanese Ministry of Education, Culture, Sports, Science and Technology. It was established in 1995, as a response to the damages caused by the Great Hanshin earthquake, to promote research on earthquakes in order to minimize their potential for destruction. Overview The Great Hanshin Earthquake on 17 January 1995 killed 6,434 people and destroyed over 100,000 buildings. The earthquake caused the greatest amount of damage and loss of life in Japan since the end of World War II. It also brought to light a number of problems in the national earthquake disaster prevention measures at the time. Based on these problems, the Special Measure Law on Earthquake Disaster Prevention ( 地震防災対策特別措置法) was enacted by legislators in July 1995. In seismology, an aftershock is a smaller earthquake that follows a larger earthquake, in the same area of the main shock, caused as the displaced crust adjusts to the effects of the main shock. Large earthquakes can have hundreds to thousands of instrumentally detectable aftershocks, which steadily decrease in magnitude and frequency according to a consistent pattern.
