Hazim Al-Shaalan
Hazim al-Shaalan al-Khuzaei (born 1947) was Iraq's Defence Minister from June 2004 until May 2005 under the Iraqi Interim Government of Ayad Allawi. Shaalan was born in Diwaniyya, southern Iraq, into a leading family of the Ghazal tribe. He is a Shia Arab. He graduated from Baghdad University with a degree in Economics and was an inspector general of the Iraqi Real Estate Bank from 1983 until he left Iraq in 1985. He managed a real estate firm in London until the Gulf War in 1990, after which he returned to Iraq. Ziyad Cattan is a dual citizen of Poland and Iraq. He earned a PhD in economics. During the twenty years he lived in Poland Cattan operated both a used car and a pizza companies. According to an article published in ''The Independent'', on 19 September 2005, Hazim al-Shaalan, Defence Minister of Iyad Allawi's interim administration, appointed Ziyad Cattan, as the Defence Ministry's procurement chief. The ''Los Angeles Times'' reported the Cattan had been appointed by Iraq's American occupiers. ''The Independent'' article describes massive fraud in the Defence Ministry's procurement, which it describes as "the greatest theft in history", which occurred under Cattan's watch. The Office of the Special Inspector General for Iraq Reconstruction (SIGIR) (October 2004 - October 2013) was created as the successor to the Coalition Provisional Authority Office of Inspector General (CPA-IG). SIGIR was an independent government agency created by the Congress to provide oversight of the use (or misuse) of the $52 billion U.S. reconstruction program in Iraq. Stuart W. Bowen Jr. was appointed to the position of CPA-IG on January 20, 2004 and served until its closure in October 2013. SIGIR reported directly to Congress, the Secretary of State, and the Secretary of Defense. Marble Arch
The Marble Arch is a 19th-century white marble-faced triumphal arch in London, England. The structure was designed by John Nash (architect), John Nash in 1827 to be the state entrance to the cour d'honneur of Buckingham Palace; it stood near the site of what is today the three-bayed, central projection of the palace containing the well-known balcony. In 1851, on the initiative of architect and urban planner Decimus Burton, a one-time pupil of John Nash, it was relocated to its current site. The Iraqi Transitional Government was the government of Iraq from May 3, 2005, when it replaced the Iraqi Interim Government, until May 20, 2006, when it was replaced by a permanent government. Ali Abdul-Amir Allawi (Arabic: علي عبد الامير علاوي) (born 1947) was Iraq's Deputy Prime Minister and Finance Minister He is an Iraqi politician and scholar.
