Haylan Region
Haylan region () is the area claimed, but not controlled by Puntland and established in 2003. In Somalia and Somaliland, it is designated as an eastern part of the Sanaag region. It is a disputed area with Somaliland. Haylan
Haylan ( so, Heylaan), is a town in the eastern Sanaag region of Somaliland. Overview An old settlement, Haylan is the site of numerous ancient ruins and buildings, many of obscure origins. Northeastern Somalia in general is home to numerous such archaeological sites. Dhahar
Dhahar is a town in the eastern Sanaag region, and the capital of the Dhahar District. Puntland is in effective control, but Somaliland also has territorial claims. Overview The town is disputed between Somaliland and Puntland, who has significant influence in the town. In November 2009, Puntland and Somaliland forces clashed near Dhahar. In 2016 an incident occurred between the two entities in Boodda-Cad, a remote settlement 30km west of Dhahar. According to Somaliland MP, Baar Said, the skirmishes took place away from Dhahar. A Somaliland Armed Forces base is present in the town where the 93rd division is positioned. Puntland

Buraan
Buraan, also known as Hiil Buraan or Hiil Borraan, is a town in the eastern Sanaag region of Somaliland/ Somalia. It is effectively controlled by Puntland, but it is a disputed area with Somaliland. Overview Buraan is situated in eastern Sanaag, near the Bari region. Along with Las Khorey and Hadaftimo, it is considered to be one of the oldest settlements in the province. Hingalol
Hingalol or Hingalool ( so, Xingalool) is a district located in the Sanaag region of Somalia. Overview Hingalol is situated on the Hadeed Plateau of the Sanaag region. Hingalol was established in 1958. A small hamlet, it increased in size and population in the wake of the Somali Civil War and became a full district. In November 2017, Puntland built a military base on the outskirt of the city. In October 2020, Puntland Minister of Education and Minister of Agriculture visited Hingalol to assess needs and support schools and other institutions in the district. While growing at a faster pace, basic services and government assistance are lacking. El Ayo
El Ayo ( so, Ceelaayo, ar, عيلايو), also known as El Ayum, is a coastal town in the eastern Sanaag region of Somaliland, near the border with Somalia. There is a base of the Puntland Maritime Police Force, which is effectively controlled by Puntland. History Ancient times El Ayo is one of a series of ancient settlements in Somaliland. About one mile from the town are the ruins of an old city, which are held to have belonged to an earlier civilization which resided in the region. Between El Ayo and Las Khorey lies Karinhegane, the site of numerous cave paintings of real and mythical animals.
