Harishankar Brahma
Harishankar Brahma (born 19 April 1950) served as 19th Chief Election Commissioner of India. He is a retired I.A.S. officer of 1975 batch from the Andhra Pradesh cadre Mr. Brahma, who retired as the Union Power Secretary in April 2010, held office till 18 April 2015. He is second person from the North-East to become an Election Commissioner, after J. M. Lyngdoh. Early life and education Born in a Bodo family in Gossaigaon, Kokrajhar district, Assam on 19 April 1950, he completed his post graduation in Political Science from Gauhati University and graduated from St. Edmund's College, Shillong. He did his schooling from Don Bosco School, Guwahati. The Chief Election Commissioner of India heads the Election Commission of India, a body constitutionally empowered to conduct free and fair elections to the national and state legislatures and of President and Vice-President. 2012 Assam Violence
In July 2012, violence in the Indian state of Assam broke out with riots between indigenous Bodos and Bengali Muslims in Bodoland region of North East. The first incident was reported to have taken place on 20 July 2012. As of 8 August 2012, 77 people had died and over 400,000 people were taking shelter in 270 relief camps, after being displaced from almost 400 villages. Eleven people have been reported missing. On 27 July 2012, Assam's Chief Minister Tarun Gogoi blamed the UPA led national government for a "delay in army deployment to riot-hit areas". Illegal Immigration In India
An illegal immigrant in India is a foreigner who has entered India either without valid documents or who initially had a valid document, but has overstayed beyond the permitted time, as per the general provisions of the Citizenship Act as amended in 2003. Such persons are not eligible for citizenship by registration or naturalisation. They are also liable to be imprisoned for 2–8 years and fined. An exception was made in 2015 for minority communities of Bangladesh, Pakistan and Afghanistan who were compelled to seek shelter in India due to religious persecution or fear of religious persecution. They are not classified as illegal migrants and remain eligible for citizenship. The Indian Census of 2001 gives information about migrants, but not exclusively illegal immigrants.
