Football as an organised sport, first developed in the United Kingdom, who controlled Mandatory Palestine during the days of the British Mandate. The Israel Football Association joined the Asian Football Confederation in 1954, but was expelled in 1974 due to political pressure from Arab and Muslim members in the context of the Arab–Israeli conflict. In the late 1970s and 1980s, the Israel Football Association was not affiliated with any confederation. During this period, the Israeli national teams were only playing in FIFA competitions occasionally in OFC, UEFA and CONMEBOL qualifying tournaments. The Israeli football league system is a series of interconnected leagues for club football in Israel. The system has a hierarchical format with promotion and relegation between leagues at different levels, and allows even the smallest club to dream of rising to the very top of the system. There are five levels, containing a total of 16 divisions. It is run by the Israel Football Association (IFA). Structure The top division of Israeli football is the Premier League. In various sports, a forfeit is a method in which a match automatically ends, and the forfeiting team loses. There are two distinct forms of forfeiture. One occurs when a team is unable (or refuses) to meet the basic standards for playing the game, either before the game begins or as a result of actions that happen during the match. In such a case, the team not forfeiting wins the match. Another is ''punitive forfeiture'', in which a team has been found to have broken the rules of a sanctioning body during a match they have won and must have the results stricken from the record; whether or not the other team receives a win in such a case depends on the rules of that body and/or whether or not they were in compliance with the rules - if neither team was in compliance with the rules and/or the rules do not allow a losing team to be credited for a win in such a manner then the result is either a ''double forfeit'' and/or otherwise recorded as a loss for both teams. The 1999–2000 Liga Bet season saw 153 clubs competing in 11 regional divisions for promotion to Liga Bet. Beitar Safed, Hapoel Maghar, Hapoel Bnei Manda, Hapoel Yafa, Maccabi Tzur Shalom, Hapoel Baqa al-Gharbiyye, Shimshon Bnei Tayibe, Maccabi Yehud, Beitar Holon, Hapoel Sde Uzziah/Be'er Tuvia and Hapoel Rahat won their regional divisions and promoted to Liga Bet. Second placed clubs, Hapoel Ramot Menashe Megiddo, Hapoel Aliyah Kfar Saba, Maccabi Holon, Beitar Kiryat Gat and Moadon Tzeirei Rahat were also promoted, after several vacancies were created in Liga Bet.
