Hangzhou ( or , ; , , Standard Mandarin pronunciation: ), also romanized as Hangchow, is the capital and most populous city of Zhejiang, China. It is located in the northwestern part of the province, sitting at the head of Hangzhou Bay, which separates Shanghai and Ningbo. A prefecture-level city () or prefectural city is an administrative division of the People's Republic of China (PRC), ranking below a province and above a county in China's administrative structure. During the Republican era, many of China's prefectural cities were designated as counties as the country's second level division below a province. From 1949 to 1983, the official term was a province-administrated city (Chinese: 省辖市). Prefectural level cities form the second level of the administrative structure (alongside prefectures, leagues and autonomous prefectures). The Chinese People's Political Consultative Conference (CPPCC, zh, 中国人民政治协商会议), also known as the People's PCC (, ) or simply the PCC (), is a political advisory body in the People's Republic of China and a central part of the Chinese Communist Party (CCP)'s United Front system. The Hangzhou dialect (, ''Rhangzei Rhwa'') is spoken in the city of Hangzhou, China and its immediate suburbs, but excluding areas further away from Hangzhou such as Xiāoshān (蕭山) and Yúháng (余杭) (both originally county-level cities and now the districts within Hangzhou City).
