Haiphong ( vi, Hải Phòng, ), or Hải Phòng, is a major industrial city and the third-largest in Vietnam. Hai Phong is also the center of technology, economy, culture, medicine, education, science and trade in the Red River delta. Haiphong was founded in 1887 as a major seaport city of Vietnam. In 1888, the president of the French Third Republic, Sadi Carnot, promulgated a decree to establish Haiphong. From 1954 to 1975, Haiphong served as the most important maritime city of North Vietnam, and it became one of direct-controlled municipalities of a reunified Vietnam with Hanoi and Ho Chi Minh City in 1976. The Human Development Index (HDI) is a statistic composite index of life expectancy, education (mean years of schooling completed and expected years of schooling upon entering the education system), and per capita income indicators, which is used to rank countries into four tiers of human development. A country scores a higher level of HDI when the lifespan is higher, the education level is higher, and the gross national income GNI (PPP) per capita is higher. Marie François Sadi Carnot (; 11 August 1837 – 25 June 1894) was a French statesman, who served as the President of France from 1887 until his assassination in 1894. Early life Marie François Sadi Carnot was the son of the statesman Hippolyte Carnot and was born in Limoges, Haute-Vienne. The Red River Delta or Hong River Delta ( vi, Châu thổ sông Hồng) is the flat low-lying plain formed by the Red River and its distributaries merging with the Thái Bình River in northern Vietnam.
