Human serum albumin is the serum albumin found in human blood. It is the most abundant protein in human blood plasma; it constitutes about half of serum protein. It is produced in the liver. It is soluble in water, and it is monomeric. Albumin transports hormones, fatty acids, and other compounds, buffers pH, and maintains oncotic pressure, among other functions. Albumin is synthesized in the liver as preproalbumin, which has an N-terminal peptide that is removed before the nascent protein is released from the rough endoplasmic reticulum. The product, proalbumin, is in turn cleaved in the Golgi apparatus to produce the secreted albumin. The reference range for albumin concentrations in serum is approximately 35–50 g/L (3.5–5.0 g/dL). The Homeland Security Act (HSA) of 2002, () was introduced in the aftermath of the September 11 attacks and subsequent mailings of anthrax spores. The HSA was cosponsored by 118 members of Congress. The act passed the U.S. Senate by a vote of 90–9, with one Senator not voting. It was signed into law by President George W. Bush in November 2002. HSA created the United States Department of Homeland Security and the new cabinet-level position of Secretary of Homeland Security. Heterogeneous System Architecture (HSA) is a cross-vendor set of specifications that allow for the integration of central processing units and graphics processors on the same bus, with shared memory and tasks. The HSA is being developed by the HSA Foundation, which includes (among many others) AMD and ARM. The platform's stated aim is to reduce communication latency between CPUs, GPUs and other compute devices, and make these various devices more compatible from a programmer's perspective, relieving the programmer of the task of planning the moving of data between devices' disjoint memories (as must currently be done with OpenCL or CUDA). A Health Care Spending Account (HCSA), or Healthcare Spending Account (HSA) is a type of flexible employee benefit program in Canada that aims to provide more flexibility than a traditional health plan. A health savings account (HSA) is a tax-advantaged medical savings account available to taxpayers in the United States who are enrolled in a high-deductible health plan (HDHP). The funds contributed to an account are not subject to federal income tax at the time of deposit. Unlike a flexible spending account (FSA), HSA funds roll over and accumulate year to year if they are not spent. HSAs are owned by the individual, which differentiates them from company-owned Health Reimbursement Arrangements (HRA) that are an alternate tax-deductible source of funds paired with either high-deductible health plans or standard health plans.
