H. C. Tounoir
Heluter C. Tounoir was a state legislator in Louisiana. Various spellings of his name have been documented. He served in the Louisiana House of Representatives representing Pointe Coupee. He had an unsuccessful 1860 Court of Claims (Southern Claims Commission) case. He served on the standing committee for Contingent Expenses as well as Banks and Banking. He was also appointed to the Public Buildings committee and the Committee on Public Lands and Levees. At a parish committee of the Republican Party of Pointe Coupee in May 1870 Tounoir was chosen as the group's president and recommended and nominated as a candidate for state senate. In October 1870 was chosen along with Stepney Hammond to be the nominees for the House of Representatives. He was elected along with Prosper Darinsburg to represent Pointe Coupee in the state house. The Louisiana House of Representatives (french: link=no, Chambre des Représentants de Louisiane) is the lower house in the Louisiana State Legislature, the state legislature of the U.S. state of Louisiana. This chamber is composed of 105 representatives, each of whom represents approximately 42,500 people (2000 figures). Members serve four-year terms with a term limit of three terms (twelve years). Pointe Coupee Parish ( or ; french: Paroisse de la Pointe-Coupée) is a parish located in the U.S. state of Louisiana. As of the 2010 census, the population was 22,802; in 2020, its population was 20,758. The parish seat is New Roads. Pointe Coupee Parish is part of the Baton Rouge, Louisiana Metropolitan Statistical Area. In 2010, the center of population of Louisiana was located in Pointe Coupee Parish, in the city of New Roads. Southern Claims Commission
The Southern Claims Commission (SCC) was an organization of the executive branch of the United States government from 1871 to 1880, created under President Ulysses S. Grant. Its purpose was to allow Union sympathizers who had lived in the Southern states during the American Civil War, 1861–1865, to apply for reimbursements for property losses due to U.S. Army confiscations during the war.
