Guillfred Besaril
Guillfred Francis Besaril (born 9 January 1974) is an Aruban politician of the People's Electoral Movement. He has been Minister Plenipotentiary of Aruba since 20 November 2017. He previously served in the Estates of Aruba between 2013 and November 2017, the last month as president. Career Besaril was born in Savaneta. After attending high school he joined the Aruba Police Force in 1993. Besaril worked for the force until 2013. Between 2009 and 2013 Besaril was chairman of the Aruban Police Force union. In the 2013 general election Besaril was elected with 833 votes to the Estates of Aruba for the People's Electoral Movement. In November 2014 Besaril filed a police report against two Aruban People's Party politicians, for claims they made against him in the Estates. During the 2017 general election Besaril was elected to the Estates with 503 votes. On 27 October he was elected President of the Estates. The Minister Plenipotentiary of Aruba ( nl, Gevolmachtigde Minister van Aruba) represents the constituent country of Aruba in the Council of Ministers of the Kingdom of the Netherlands. The current Minister Plenipotentiary of Aruba is Guillfred Besaril. The Minister Plenipotentiary and his cabinet are seated in the Arubahuis (Aruba House) in The Hague. A significant difference between the Netherlands ministers and the Ministers Plenipotentiary is that the former ministers are accountable for their politics and policies to the Dutch parliament. The Ministers Plenipotentiary, however, are accountable to their national governments, which is the Estates of Aruba in case of Aruba. Aruban People's Party
The Aruban People's Party (AVP; nl, Arubaanse Volkspartij, pap, Partido di Pueblo Arubano) is a Christian-democratic political party in Aruba founded in 1942. AVP is an acronym for the Dutch name of the party. At the 2001 elections, on 28 September 2001, the party won 26.7% of popular votes or 6 out of 21 seats. On 23 September 2005, the party won 38% of the popular vote or 8 out of 21 seats, making it the largest opposition party of the nation. The Aruba Police Force (Dutch: ''Korps Politie Aruba'' or ''KPA'', Papiamento: ''Cuerpo Policial Aruba'') is the law enforcement agency of Aruba. The force operates under the authority of the Minister of Justice and Social Affairs. History In 1923, the Police Corps consisted of 8 officers and was understaffed. The first police station was an Aruban house located at the corner of Kazernestraat and Theaterstraat in San Nicolaas. It was used as a precinct until 1939. After being taken over by the Public Works Service, it was torn down in 1950. The Oranjestad precinct were housed in the landmark Fort Zoutman and moved to larger facilities by 1967.
