Greater Perth is Perth's Greater Capital City Statistical Area (GCCSA), a geographical area designed to represent the functional extent of Western Australia's (WA) capital city. The Greater Perth GCCSA does not define the built up edge of the city, but reflects the capital city labour market, using the 2006 Census travel to work data. The labour market is sometimes used as a de facto measure of the functional extent of a city since it contains the majority of the commuting population. GCCSAs were designed to provide a stable and consistent boundary that reflects the functional extent of each of Australia's capital cities. This definition was designed to include those within the urban area of the city as well as people who regularly socialise, shop or work within the city, but live in small towns and rural areas surrounding the city. Perth
Perth is the capital and largest city of the Australian state of Western Australia. It is the fourth most populous city in Australia and Oceania, with a population of 2.1 million (80% of the state) living in Greater Perth in 2020. Perth is part of the South West Land Division of Western Australia, with most of the metropolitan area on the Swan Coastal Plain between the Indian Ocean and the Darling Scarp. The Western Australian Planning Commission (WAPC) is an independent statutory authority of the Government of Western Australia that exists to coordinate strategic and statutory planning for future urban, rural and regional land use. The authority is responsible for expenditure arising from the Metropolitan Region Improvement Tax. The 1955 ''Plan for the Metropolitan Region, Perth and Fremantle'' (also known as the ''Stephenson,'' or ''Stephenson-Hepburn Report'') was prepared for the Government of Western Australia by Gordon Stephenson and Alistair Hepburn. The plan was the first regional plan for Perth, and provided the basis for land use zoning under the Metropolitan Region Scheme. Even though not every recommendation of the report was adopted it is considered to have provided the underlying template for the modern development of Perth. North Perth is a suburb of Perth, Western Australia, located within the City of Vincent. This old, established suburb three kilometres north of the Perth central business district is a place of mainly solid brick homes built from the early 1900s, many of which are now undergoing extensive renovations in line with the nationwide trend toward close-to-the-city living. Scarborough is a coastal suburb of Perth, Western Australia, located approximately 14 km northwest of the city centre in the City of Stirling local government area.
