The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Classes During the Soviet time, each of the republics of the Soviet Union, including the Russian SFSR, had its own legislative documents dealing with classification of inhabited localities. After the dissolution of the Soviet Union, the task of developing and maintaining such classification in Russia was delegated to the federal subjects.Articles 71 and 72 of the Constitution of Russia do not name issues of the administrative and territorial structure among the tasks handled on the federal level or jointly with the governments of the federal subjects. Glinka (russian: Глинка), also known as Kharchetoy () is a village ('' selo'') in the west of Khiloksky District of Zabaykalsky Krai, located on the right bank of the Khilok River. Glinka (russian: Глинка) is a rural locality (a selo) and the administrative center of Glinkovsky District of Smolensk Oblast, Russia. Population: History Glinka was founded in 1898 as a settlement serving Sovkino railway station and was renamed, together with the station, in 1907 to commemorate the composer Mikhail Glinka who was born in the selo of Novospasskoye close by. It belonged to Yelninsky Uyezd of Smolensk Governorate. In October 1928, Yelninsky Uyezd was abolished and split between Smolensky, Roslavlsky, and Vyazemsky Uyezds. On 12 July 1929, governorates and uyezds were abolished, and Glinkovsky District with the administrative center in Glinka was established. The district belonged to Smolensk Okrug of Western Oblast.
