Governor Of Pennsylvania
A governor is an administrative leader and head of a polity or political region, ranking under the head of state and in some cases, such as governors-general, as the head of state's official representative. Depending on the type of political region or polity, a ''governor'' may be either appointed or elected, and the governor's powers can vary significantly, depending on the public laws in place locally. The adjective pertaining to a governor is gubernatorial, from the Latin root ''gubernare''. Ancient empires Pre-Roman empires Though the legal and administrative framework of provinces, each administrated by a governor, was created by the Romans, the term ''governor'' has been a convenient term for historians to describe similar systems in antiquity. Indeed, many regions of the pre-Roman antiquity were ultimately replaced by Roman 'standardized' provincial governments after their conquest by Rome. Plato used the metaphor of turning the Ship of State with a rudder; the Latin ...

Laws Of Pennsylvania 1853 Title Page
Law is a set of rules that are created and are enforceable by social or governmental institutions to regulate behavior,Robertson, ''Crimes against humanity'', 90. with its precise definition a matter of longstanding debate. It has been variously described as a science and as the art of justice. State-enforced laws can be made by a group legislature or by a single legislator, resulting in statutes; by the executive through decrees and regulations; or established by judges through precedent, usually in common law jurisdictions. Private individuals may create legally binding contracts, including arbitration agreements that adopt alternative ways of resolving disputes to standard court litigation. The creation of laws themselves may be influenced by a constitution, written or tacit, and the rights encoded therein. The law shapes politics, economics, history and society in various ways and serves as a mediator of relations between people. Legal systems vary between jurisdictions ...

Pennsylvania Constitution Of 1776
The Pennsylvania Constitution of 1776 (ratified September 28, 1776) was the state's first constitution following their declaration of independence and has been described as the most democratic in America; although it notably based rights in "men" not in "persons," as contemporaneous constitutions did in neighboring areas such as New Jersey, and as the 1689 English Bill of Rights and 1787 U.S. Constitution and 1791 U.S. Bill of Rights did. It was drafted by Robert Whitehill, Timothy Matlack, Dr. Thomas Young, George Bryan, James Cannon, and Benjamin Franklin. Pennsylvania's innovative and highly democratic government structure, featuring a unicameral legislature and collective executive, may have influenced the later French Republic's formation under the French Constitution of 1793. The constitution also included a declaration of rights that coincided with the Virginia Declaration of Rights of 1776. Background Pennsylvania's new constitution was tied to ongoing political change ...

Unicameral
Unicameralism (from ''uni''- "one" + Latin ''camera'' "chamber") is a type of legislature, which consists of one house or assembly, that legislates and votes as one. Unicameral legislatures exist when there is no widely perceived need for multicameralism (two or more chambers). Many multicameral legislatures were created to give separate voices to different sectors of society. Multiple houses allowed, for example, for a guaranteed representation of different social classes (as in the Parliament of the United Kingdom or the French States-General). Sometimes, as in New Zealand and Denmark, unicameralism comes about through the abolition of one of two bicameral chambers, or, as in Sweden, through the merger of the two chambers into a single one, while in others a second chamber has never existed from the beginning. Rationale for unicameralism and criticism The principal advantage of a unicameral system is more efficient lawmaking, as the legislative process is simpler and there is ...

Commonwealth (U
A commonwealth is a traditional English term for a political community founded for the common good. Historically, it has been synonymous with "republic". The noun "commonwealth", meaning "public welfare, general good or advantage", dates from the 15th century. Originally a phrase (the common-wealth or the common wealth – echoed in the modern synonym "public wealth"), it comes from the old meaning of "wealth", which is "well-being", and is itself a loose translation of the Latin res publica (republic). The term literally meant "common well-being". In the 17th century, the definition of "commonwealth" expanded from its original sense of "public welfare" or "wikt:commonweal, commonweal" to mean "a state in which the supreme power is vested in the people; a republic or democracy, democratic state". The term evolved to become a title to a number of political entities. Three countries – Australia, the Bahamas, and Dominica – have the official title "Commonwealth", as do four U.S. ...

Constitution Of Pennsylvania
The Constitution of Pennsylvania is the supreme law within the Commonwealth of Pennsylvania. All acts of the General Assembly, the governor, and each governmental agency are subordinate to it. Since 1776, Pennsylvania's Constitution has undergone five versions. The current Constitution entered into force in 1968, and has been amended numerous times. The Constitution may only be amended if a proposed modification receives a majority vote of two consecutive sessions of the General Assembly and then is approved by the electorate. Emergency amendments are permitted by a vote of two-thirds of the General Assembly and an affirmative vote by the electorate within one month. In such emergency situations, commonwealth election officials are required to publish notice of the referendum on a proposed amendment in a minimum of two newspapers in every county. In an event that more than one emergency amendment is proposed, each additional amendment is to be voted on separately. The Constitut ...
