Gérard Lebel (January 12, 1930 – July 15, 2020) was a Canadian politician from Quebec. Background Gérard Lebel was born on January 12, 1930, in Rivière-du-Loup, Bas-Saint-Laurent. He became an attorney. Political career Lebel ran as a Union Nationale candidate in the 1962 and 1966 elections against Liberal incumbent Alphonse Couturier in the district of Rivière-du-Loup. He lost the first time, but was successful on his second attempt. From 1966 to 1968, he served as Deputy Speaker of the House. He was also Speaker from 1968 to 1969, and Minister of Communications in Jean-Jacques Bertrand's Cabinet from 1969 to 1970. Legislative Assembly Of Quebec
The Legislative Assembly of Quebec (French: ''Assemblée législative du Québec'') was the name of the lower house of Quebec's legislature from 1867 to December 31, 1968, when it was renamed the National Assembly of Quebec. At the same time, the upper house of the legislature, the Legislative Council, was abolished. Both were initially created by the Constitution Act, 1867. It was the Union Nationale government of Premier Jean-Jacques Bertrand that passed the "Bill 90" legislation to abolish the upper house, but earlier attempts had been made by earlier governments. The presiding officer of the Assembly was known in French as ''orateur'', a literal translation of the English term, ''speaker''. 1966 Quebec General Election
The 1966 Quebec general election was held on June 5, 1966, to elect members of the Legislative Assembly of Quebec, Canada. The Union Nationale (UN), led by Daniel Johnson, Sr, defeated the incumbent Quebec Liberal Party, led by Jean Lesage. In terms of the number of seats won, the election was one of the closest in recent history, with the UN winning 56 seats to the Liberals' 50. Generally, Quebec's first past the post electoral system tends to produce strong disparities in the number of seats won even if the popular vote is fairly close. In this case, the most popular party did not win the most seats in the chamber. The Liberals won 6.5% more votes, but were denied a third term because the rural part of the province, where the Union Nationale did well, were slightly over-represented in the legislature. 1970 Quebec General Election
The 1970 Quebec general election was held on April 29, 1970, to elect members of the National Assembly of Quebec. The former Legislative Assembly had been renamed the "National Assembly" in 1968. The Quebec Liberal Party, led by Robert Bourassa, defeated the incumbent Union Nationale, led by Premier Jean-Jacques Bertrand. This election marked the first appearance by a new party, the sovereigntist Parti Québécois, led by former Liberal cabinet minister René Lévesque. The PQ won a modest seven seats, although Lévesque was defeated in his own riding. Only a few months after the election, Quebec faced a severe test with the October Crisis, in which Liberal cabinet minister Pierre Laporte was kidnapped and assassinated by the Front de libération du Québec, a violent pro-independence group. Jean-Jacques Bertrand
Jean-Jacques Bertrand (; June 20, 1916 – February 22, 1973) was the 21st premier of Quebec, from October 2, 1968, to May 12, 1970. He led the Union Nationale party. Member of the legislature Bertrand served as Member of the Legislative Assembly for the District of Missisquoi from 1948 until his death in 1973. Member of the Cabinet He served as Minister of Lands and Forestry from 1958 to 1960 and briefly as Minister of Youth and Social Welfare until his party, the Union Nationale lost the provincial election in 1960. Bertrand tried to become leader of the Union Nationale in 1961, but was defeated by his colleague Daniel Johnson, Sr., the MLA for the district of Bagot. The 1962 Quebec general election was held on November 14, 1962, to elect members of the Legislative Assembly of the Province of Quebec, Canada. The incumbent Quebec Liberal Party, led by Jean Lesage, was re-elected, defeating the '' Union Nationale'' (UN) led by Daniel Johnson, Sr. In an unusual move, the election was called just two years after the previous 1960 general election. Lesage sought a mandate for the Nationalization of the electricity industry, with the slogan Maîtres chez nous (Masters in Our Own Home), declaring it a single issue important enough to stake his political career on it. A few days before the election, the ''Union Nationales chief organizer André Lagarde was arrested for fraud. Rivière-du-Loup (provincial Electoral District)
Rivière-du-Loup (; 2021 population 20,118) is a small city on the south shore of the Saint Lawrence River in Quebec. The city is the seat for the Rivière-du-Loup Regional County Municipality and the judicial district of Kamouraska. Its one of the largest cities in Bas-Saint-Laurent. History The city was named after the nearby river, whose name means ''Wolf's River'' in French. This name may have come from a native tribe known as "Les Loups" ("The Wolves") or from the many seals, known in French as ''loup-marin'' (sea wolves), once found at the river's mouth. Rivière-du-Loup was established in 1673 as the seigneurie of Sieur Charles-Aubert de la Chesnaye. The community was incorporated as the village of Fraserville, in honour of early Scottish settler Alexander Fraser, in 1850, and became a city in 1910.
