Artsakh, officially the Republic of Artsakh () or the Nagorno-Karabakh Republic (),, is a list of states with limited recognition, breakaway state in the South Caucasus whose territory is internationally recognised as part of Azerbaijan. Armenia Time (AMT) is a time zone used in Armenia. Armenia Time is four hours ahead of UTC at UTC+04:00. Clock time is about one hour later than solar noon in Armenia. Ulyanovsk Oblast (russian: Ульяновская область, ''Ul’janovskaja oblast’'') is a federal subject of Russia (an oblast). It is located in the Volga Federal District. Its administrative center is the city of Ulyanovsk. Population: 1,292,799 ( 2010 Census).
