Ground And Surface Water Conservation Program
In United States agricultural policy, the Ground and Surface Water Conservation Program (GSWCP) is a new component of Environmental Quality Incentives Program (EQIP) enacted in the 2002 farm bill (P.L. 107-171, Sec. 2301) to improve irrigation and water use efficiency, and reduce water use by agriculture. Mandatory funding from the Commodity Credit Corporation (CCC) starts at $25 million in FY2002, and increases to $60 million annually between FY2004 and FY2007. Environmental Quality Incentives Program
The Environmental Quality Incentives Program (EQIP) is a United States government program designed to assist farmers in improving environmental quality, particularly water quality and soil conservation. Congress established the program in the 1996 farm bill to provide primarily cost-sharing assistance, but also technical and educational assistance, aimed at promoting production and environmental quality, and optimizing environmental benefits. The program replaced the Agricultural Conservation Program, the Water Quality Incentives Program, the Great Plains Conservation Program, and the Colorado River Basin Salinity Control Program. EQIP was reauthorized in the 2002 farm bill at $0.4 billion in mandatory spending in FY2002 and rising to $1.3 billion in FY2007. The Farm Security and Rural Investment Act of 2002, also known as the 2002 Farm Bill, includes ten titles, addressing a great variety of issues related to agriculture, ecology, energy, trade, and nutrition. This act has been superseded by the 2007 U.S. Farm Bill. The act directs approximately 16.5 billion dollars of funding toward agricultural subsidies each year. These subsidies have a dramatic effect on the production of grains, oilseeds, and upland cotton. Commodity Credit Corporation
The Commodity Credit Corporation (CCC) is a wholly owned United States government corporation that was created in 1933 to "stabilize, support, and protect farm income and prices" (federally chartered by the CCC Charter Act of 1948 (P.L. 80-806)). The CCC is authorized to buy, sell, lend, make payments, and engage in other activities for the purpose of increasing production, stabilizing prices, assuring adequate supplies, and facilitating the efficient marketing of agricultural commodities. The CCC, which has no staff, is essentially a financing institution for the USDA's farm price and income support commodity programs, commodity export credit guarantees, and agricultural export subsidies. Klamath Basin
The Klamath Basin is the region in the U.S. states of Oregon and California drained by the Klamath River. It contains most of Klamath County and parts of Lake and Jackson counties in Oregon, and parts of Del Norte, Humboldt, Modoc, Siskiyou, and Trinity counties in California. The drainage basin is 35% in Oregon and 65% in California. In Oregon, the watershed typically lies east of the Cascade Range, while California contains most of the river's segment that passes through the mountains. In the Oregon-far northern California segment of the river, the watershed is semi-desert at lower elevations and dry alpine in the upper elevations. In the western part of the basin, in California, however, the climate is more of temperate rainforest, and the Trinity River watershed consists of a more typical alpine climate. Water conservation includes all the policies, strategies and activities to sustainably manage the natural resource of fresh water, to protect the hydrosphere, and to meet the current and future human demand (thus avoiding water scarcity).
