Grenelle Insertion
The Grenelle de l'insertion or Grenelle Insertion, concluded on 27 May 2008, refers to an open multi-party debate in France that gathered representatives of national and local government and organizations (industry, labor, professional associations, non-governmental organizations) on an equal footing, with goal of unifying a position on the reform of the national policy of insertion. It insisted on the need to reform the insertion system to make it more attractive for people to return to work. Social Protection In France
Welfare in France (also known as social protection, from french: Protection sociale) includes all systems whose purpose is to protect people against the financial consequences of social risks (illness, maternity, old age, unemployment). Social welfare refers to all the mechanisms of collective foresight, enabling individuals to cope with the financial consequences of "social risks". These are situations that could jeopardize the economic security of the individual or their family (defined as a group of people bound by ties of lineage and alliance), causing a decline in its resources or increase its expenditure (old age, sickness, disability, unemployment, maternity, family responsibilities, etc.). Revenu De Solidarité Active
The Revenu de solidarité active (RSA) is a French form of in work welfare benefit aimed at reducing the barrier to return to work. It was implemented on 1 June 2009 by the French government. RSA replaces the Revenu minimum d'insertion; its goal is to provide a minimum income for unemployed and underemployed workers, with the aim of encouraging them to find work, and provide a complement for low-wage workers so that they do not suffer the perverse effects of earning less through employment than unemployment. RSA is also intended to replace Allocation de parent isolé (API) and ultimately various other government-sponsored back-to-work incentives and initiatives such as contrat unique d'insertion, contrat d'accompagnement dans l'emploi and contrat initiative emploi. Working Poor
The working poor are working people whose incomes fall below a given poverty line due to low-income jobs and low familial household income. These are people who spend at least 27 weeks in a year working or looking for employment, but remain under the poverty threshold. In the US, the official measurement of the working poor is controversial. Many social scientists argue that the official measurements used do not provide a comprehensive overview of the number of working poor. One recent study proposed over 100 ways to measure this and came up with a figure that ranged between 2% and 19% of the total US population. There is also controversy surrounding ways that the working poor can be helped. The Grenelle de l'environnement was an open multi-party debate that took place in France in the summer and fall of 2007 to define key points of public policy on environmental and sustainable development over the following five-year period. Bringing together representatives of national and local government and organizations (industry, labour, professional associations, non-governmental organizations) on an equal footing, the "Grenelle Environment Round Table" (as it might be called in English) was instigated by then-French President Nicolas Sarkozy. Officially launched on 6 July 2007, the Grenelle de l'environnement brought together the government, local authorities, trade unions, business and volunteer sectors to draw up a plan of action of concrete measures to tackle environmental issues. Revenu Minimum D'insertion
The Revenu minimum d'insertion (RMI) was a French form of social welfare. It is aimed at people without any income who are of working age but do not have any other rights to unemployment benefits (such as contributions-based unemployment benefits). It was created in 1988 by Jean-Michel Belorgey, by the government of Michel Rocard (Socialist Party), and aimed at helping people who had the most problems with finding work. The RMI has been fully replaced by the ''Revenu de solidarité active'' (RSA) in 2009, after a transition starting in 2007.
